Agenda Review & Items of Note: Postponed the Kederike Property agenda item for a later date. Citizen Participation: None Approval of Minutes: Jessica MacMillan made the motion to approved the Parks & Recreation Board minutes of April 27, 2016, seconded by Ragan Adams – Minutes Approved: 6:0 Meeting Summary • The Parks & Recreation Board members were reminded about the Super Issue Meeting. This meeting is coordinated by the City Manager’s Office to review Budget Offers. • The Parks & Recreation Board members were advised of Recreation working with Climate Action Plan to develop Extreme Heat/Air Quality Policy thresholds for outdoor programming to provide safety triggers when actions should be taken (i.e., water breaks, shade breaks, cancelling activities, etc.). • The Parks & Recreation Board members were asked to be on a float in the 4th of July Parade. The following web page http://www.fcgov.com/citymanager/budget.php is available review Strategic Prior. Discussion Board – Who’s planning to attend? I, Scott Sinn, will be attending. Board – Can we have full offers emailed to us for review? Staff – Yes, we can get full offers emailed to you, and you can also find detailed information on-line at: http://focobfo.abalancingact.com/ - click on Culture & Recreation, click on the “i” next to Parks and Trails then “more details” for a list of the Parks & Trail offers. Staff – If the Board would like to support an offer it would be best to write a letter of support. Board – At next month’s board meeting we can discuss what offers we, as a Board, would like to support. When does staff need Board recommendations? Staff – If we could have information for Council packets in July that would be great. Staff – Public meetings are also taking place in the September/October timeframe and you are also welcome to speak to items at these public meetings. STAFF UPDATES Parks Updates • Forestry’s Arbor Day presentation was at Olander this year where they gave away 2,500 seedlings. They were also awarded the Tree City USA for the 38th year during this presentation. • Parks completed a three-part Substance Abuse Awareness with our staff; focusing on the younger employees making sure they understand repercussions and the City’s zero tolerance. • Installed a plaque at Lee Martinez Park which is a replica of the proclamation letter of Lee Martinez Day • Old Town Square has new artwork installed. • Parks hired 31 hourly employees last month; and we maintain our service level through training programs. • Cemetery added a new Rock Garden which will accommodate 36 additional cremain sites • Cemetery is preparing for Memorial Day • The Parade for 4th of July this year features 50 years of Parks & Recreation. The parade committee wants to invite the P&R Board members to be on a float. • Poudre School District is installing a fence between their land and the Eastside Park. A community meeting has been planned. Recreation Updates • We received re-accreditation for the Senior Center and are the only accredited Senior Center in Colorado. • We were recognized, for the second year, as a Playful City USA which helps with programming and classes. • Renovation begins on EPIC Pool Tuesday, May 31. The project will replace the bulkhead and address the chloramine issues as well as some “behind the scenes” improvements. Esthetically, there won’t be any major changes; but the front desk area will be remodeled and improved during the pool renovation. • City Park Outdoor Pool is opening Memorial Weekend. • Registration on May 12 created 4,562 enrollments and 72% registered using WebTrac. The top five enrollments were in: Child Development, Aquatics, Youth Sports, Farm and NACC Youth • We are working with Climate Action Plan to review an Extreme Heat/Air Quality Policy to determine what thresholds should be in place with programing when certain threshold levels trigger certain actions to be taken (i.e., water breaks, shade breaks, cancelling activities, etc.). Discussion: Board – Great forward thinking Board – Are you involved with CSU air quality team as well? Board – American Sports Society already addresses guidelines to follow which might be helpful. Parks & Recreation Board Meeting – May 25, 2016 Page 3 of 3 Park Planning Updates • We did not get the grant for the Streets Park Master Plan, but we’ll explore other funding strategies. • The impact fees are under review and may be raised to allow for new construction costs. • Construction has started on the Southeast Community Park; and the silos should be moved in June. Renderings can be found on-line. • A memorial garden at Spring Park will be created to display the piece of steel from the Trade Towers that was given to Poudre Fire Authority. • Construction on the UNFS underpass should be started in July. Listening Session Ideas for Council: • The Wall for the Great Lawn – Gardens on Spring Creek • Southeast Trials with Kurt Friesen • Now that marijuana is legal has there been a shift from liquor to drugs in young adults Bicycle Advisory Board Liaison Update: • Bike to work day is June 22 • They are also working on a Bike Everywhere Day • There are two Open Streets events taking place. One in June on Corbett Drive and one in September • The BAC has been working toward becoming a more organized board.
