COMMUNITY DEVELOPMENT BLOCK GRANT COMMISSION
REGULAR MEETING MINUTES
215 N Mason Street, Fort Collins
August 11, 2016, 6:00PM

The meeting was called to order by Chair, Holly Carroll, at 6:03 pm.
PUBLIC COMMENT:
None
APPROVAL OF MINUTES:
Anita Basham requested revision of the following paragraph: Annette Zacharias explained what
it means to be a United Way employee. Zacharias said that the BFO offer to fund the United
Way employee is being misinterpreted. Although the staff person is employed through United
Way, the employee is actually a Homeless Gear employee. United Way handles the payroll
process but bills the funder, which is Homeless Gear. Basham also asked that the word
“clarification” be changed.
Anita Basham motioned to approve the July minutes with the corrections and Taylor Dunn
seconded. Motion passed unanimously
BFO LETTER TO COUNCIL:
Holly Carroll and Margaret Long will edit the original BFO offer letter, restate the original
request, and highlight recent funding cuts to Human Service agencies.
SOCIAL SUSTAINABILITY STRATEGIC PLAN:
Holly Carroll suggested having agencies explain the area and theme their request will address
when applying for funding.

DISABLED RESOURCE SERVICES REQUEST:
Disabled Resource Services requested a change in how FY16 funds would be utilized due to
staffing and program changes. Taylor Dunn appreciated the agency notifying the Commission of
changes.
Anita Basham made a motion to approve the redistribution of funds seconded by Steve
Backsen. Motion passed unanimously.
FALL COMPETITIVE PROCESS UPDATE – PRE-APPLICATIONS:
Four applications have been submitted. DMA Plaza is requesting funds to rehabilitate their
properties, Fort Collins Housing Authority has two applications one for Villages on Shields for
rehabilitation and the second application is for an undisclosed site location which needs to be
disclosed in order to receive funding. The final application is for Neighbor to Neighbor to
replace boilers. Presentations are scheduled for September 29, 2016 and Deliberations will be
October 13, 2016.
STAFF REPORTS:
Amy Dondale and Sharon Thomas are on the search committee for the new Executive Director
for SAVA.
Social Sustainability will be moving into their new offices located in the new Utilities building on
Laporte Ave. The move is scheduled for October 4, 2016. CDBG meetings will be held in the new
location for November or December. Holly Carroll asked about the future of the cottage, which
is still to be determined.
OTHER:
Holly Carroll requested asking Sue Beck-Ferkiss to speak at the October meeting before housing
deliberations.

Taylor Dunn announced the Black & White Bash would be held at the Hilton October 7
