2018 WORK PLAN AND MEETING SCHEDULE
PARKS AND RECREATION BOARD
The Parks and Recreation Board consist of nine citizen members appointed by the City Council. The Board acts
as an advisory board and advises and makes recommendations to the Community Services Service Unit and
the City Council for their approval as to rules, regulations, policies, and administrative and budgetary matters
pertaining to Parks and Recreation, excluding matters relating to the operation and maintenance of City-
owned golf courses and cemeteries. The Board assists the City in cooperating with the Poudre School District
and other organizations and individuals interested in the City's parks and recreation programs. Members
serve four-year terms, and they serve without compensation.
All regular Parks and Recreation Board meetings are scheduled for the fourth Wednesday of each month,
except for the meeting in November/December. The locations of the meetings are held throughout the City at
various Park & Recreation venues at 5:30pm. Please check the public calendar at fcgov.com for location

GOALS
The Parks and Recreation Board’s goal is to advocate for the City’s exceptional parks, trails and recreation
services by:
• Challenging and advising Staff to provide services in a manner that optimizes the use of the City’s
limited resources.
• Championing the implementation of the Fort Collins Parks and Recreation Plan and Plan Fort Collins.
• Exploring options to provide sustainable funding sources with no shortfalls.
• Continue to assist with the City’s partnership with Poudre School District to share facilities and
resources, and promote stewardship.
• Continue to look for opportunities to engage the community.

WORKPLAN
Parks
• Address life cycle assessment areas in Parks that lack long-term funding and encourage continued
discussion of ways to diversify the revenue base and find new revenue sources to support both new and
aging park infrastructure.
• Comment on matters related to the Parks Refresh strategy.
• Review matters associated with Parks Operation & Maintenance.
• Continue to review matters related to the development of new parks, including the Poudre River
Downtown Project and the Whitewater Park construction.
• Encourage continued dialogue and awareness of public safety concerns in Parks.
Recreation
• Periodically review and offer suggestions for the Recreation Strategic Plan action items. Review
implementation strategies and effectiveness in the work place.
• Work with Staff to support their community relations and marketing efforts that improve the community’s
sense of place, drive attendance and promote health and wellness.
• Review plans, provide feedback and offer suggestions related to public process in regards to the Southeast
Community Center.
• Encourage and review efforts improve low and moderate income citizen access to, and participation in,
City programs and facilities.
Trails
• Enhance the partnership with Natural Areas to develop, fund and maintain an interconnected, safe trail
system to and within Natural Areas.
• Develop a collaborative partnership with FC Moves for an integrated, regional and local transportation
network of parks, trails, bike facilities, pedestrian walkways and accessible recreational facilities.
• Encourage proposals to accelerate funding and land acquisitions to build new trails.
• Ensure and support the funding of ongoing maintenance of the City’s local and regional trails.
Communication/Collaboration
• Work with staff to promote awareness and stewardship of the City’s parks, trails and recreation facilities.
o Investigate ways to regularly promote and share parks and recreation information to the
community.
o Focus on improving communication with other Boards to achieve common goals.
• Ensure Board engages in regular communication with Council Liaison.
• Review and inform Board of upcoming Council agendas items related to Parks & Recreation.
• Ensure Board recommendations are effectively communicated to Council members on a timely basis. This
may include attending Council meetings as appropriate.

Lands are acquired and developed to provide a growing population with a wide variety of high-quality services
and facilities, while balancing the operation and maintenance costs of these services with citizens’ willingness
to fund them.
Civic Involvement
Residents are involved in the planning, development, and programming of the City’s parks and recreation
system.
