conversion of units showing when each unit will be converted among the portfolio.
Ms. Brewen stated that Permanent Supportive Housing is still a priority with plans to submit a
Low Income Housing Tax Credit Application in the spring of 2018. She mentioned the potential
opportunity to obtain marijuana tax funds. Ms. Michele Christensen, Director of Program
Development, spoke about the Continuum of Care structure and the ranking system for Balance
of State funds. Ms. Brewen announced that there are several sites being considered for another
Permanent Supportive Housing development on the site matrix scoring tool.
Commissioner McFaddin made a motion to enter into Executive Session pursuant to C.R.S.
24(6)(402)4(a)(b) with the purpose of discussing a real estate matter. Commissioner Cunniff
seconded the motion and the motion passed unanimously.
The board entered into Executive Session at 8:47 a.m.
Executive Session ended at 8:58 a.m.
V. Action Items
Administrative Plan Update: Redtail Ponds Project Based Voucher Preference Language,
Resolution 17-16
Ms. John Tuchscherer, Director of Federal Programs, explained that the Continuum of Care
requires that preferences utilize the CAHPS system for obtaining preferences. The CAHPS
system is widely used as a direct point information system and is a coordination amongst the
different agencies. This will take the place of direct referrals from various agencies.
Commissioner Staudinger made a motion to approve Resolution 17-16, adopting the referral
changes to the Administrative Plan. Commissioner Mathis seconded the motion and the motion
passed unanimously.

VII. Legislative Issues/Updates
Commissioner Cunniff gave a City of Fort Collins legislative update which included the second
reading of the sidewalk obstruction notice and the addition of adding broadband to the city on the
ballot. Also upcoming considerations will be the city’s Land Bank program, Affordable Housing
funds and fee waivers. There was some discussion regarding criteria to designate a preferred
housing partner.
VIII. Activity Report
Ms. Brewen announced that Housing Catalyst has offered fee-based property management
assistance for Care Housing while they search for a new Executive Director.
IX. Legal Issues
Mr. Jim Martell gave an update on the Madison Apartments claim which is still in the discovery
phase.
