Chairperson Bovee called the meeting to order at 5:33 p.m.

Approval of March 16, 2017 Board Meeting Minutes
Board Members Steve Malers move to approve the March 16, 2017 meeting minutes as
amended.
Board Member Phyllis Ortman seconded the motion.
Discussion Highlights
A board member requested a minor revision under Staff Reports/Water Conservation Update:
200,000 acre-feet should be 2,000 acre-feet.
Vote on the motion: It passed unanimously 6-0 with 4 abstentions. Board Members Andrew
McKinley, Lori Brunswig, Jason Tarry, and Michael Brown abstained due to their absence at the
March 16 meeting.

Watershed Update

Watershed Program Manager Jill Oropeza provided an overview of the Utilities Watershed
Program, highlighting collaborative water quality monitoring efforts, involvement with water
quality studies for Halligan Reservoir and Rigden Reservoir water supply projects, and new
watershed protection efforts.

Board members inquired about various related topics including Environmental Protection
Agency (EPA) funding.
Regional Water Collaboration Update
Water Resources and Treatment Operations Manager Carol Webb provided an overview of the
Regional Water Collaboration Steering Committee; vulnerability study and assessment; sprinkler
audit program; ditch company boards; Northern Integrated Supply Project (NISP); water
availability assessment/off-cycle funding; policy update approach.

study; integrated resource system.
Ditch Companies Update
Water Resources and Treatment Operations Manager Carol Webb provided an overview on
citizen request for response; feedback from citizens; delineating roles between City employees
and ditch company board member; aligning board representation and share ownerships;
strengths-weaknesses-opportunities-threats (SWOT) analysis by staff; Arthur Ditch Master Plan
and alternatives analysis; community engagement group.

Irrigation Company staffing; share ownership; owning fewer shares in ditch companies; first
right-of-refusal stipulation; ditch company shares to municipal use; Water Board involvement or
