Present: Colleen Conway (HRC Vice Chair), Myles Crane, Johanna Ulloa Girón, Joseph D. Leske, Jimena Sagas,
Nancy Tellez, and Mary Vivo
Absent (excused): Victor Smith (HRC Chair) and Preety Sathe
Guest Speakers: Julie Brewen, Executive Director Ft. Collins Housing Authority (FCHA); Michele Christensen,
FCHA Director of Program Development; Zach Penland, Redtail Ponds Program Manager.
CALL TO ORDER
The meeting was called to order at 5:30 pm.
AGENDA REVIEW
The meeting agenda was unanimously approved.
APPROVAL OF MINUTES
The August meeting minutes were unanimously approved.
BUDGET REVIEW
The budget was reviewed and unanimously approved.
PUBLIC INPUT
There was no public input.
GUEST PRESENTATION
Julie Brewen, Executive Director Ft. Collins Housing Authority (FCHA); Michele Christensen, FCHA Director of
Program Development; and Zach Penland, Redtail Ponds Program Manager, provided an overview of the first
year of operations of Redtail Ponds Permanent Supportive Housing and a summary of resident data.
Meeting Highlights Summary
1. An overview of the first year of Redtail Ponds Permanent Supportive Housing Community was
presented.
2. Plans were finalized for the September 14, 2016, and October 26, 2016, HRC / Poudre River Public
Library District sponsored forums.
3. Plans for the December 6, 2016, HRC Awards Presentation were discussed.

DISCUSSION TOPICS
Update – Memo to PSD:
Discussion was tabled until October when Chair Smith will be present.
September 14 and October 26, 2016 Forums – Commissioners Saga and Girón
Forum speakers have been scheduled and publicity has been arranged. The Coloradoan has approved the
written forum announcement to appear on Coloradoan website soon.
HRC Awards Planning – Commissioner Vivo
Staff Liaison Sowder sent the HRC Award Nomination link to commissioners to send to anyone who might be
interested in making a nomination. Liaison Sowder will also post nomination information on the City of Fort
Collins website and Facebook page.
OTHER PER COMMISSIONERS
Commissioner Crane presented a motion to use HRC funds to reimburse registration costs for HRC members to
attend the September 30th Workforce Development Breakfast and Symposium. Commissioner Vivo seconded
the motion. The motion was unanimously approved.
With the goal of developing a common approach to human relations language, Commissioner Girón provided
Poudre River Public Library District copies of the book, Privilege, Power, and Difference by Allan G. Johnson, for
discussion in October and November.
Commissioner Girón will send a link to registration information for the Colorado Trust speaker Deliana Garcia,
who will address the topic of social work with Latinos and migrant families in Denver on September 16, 2016.
Homeless Awareness Month will be hosted by the Poudre River Public Library District in November 2016. A
Homelessness Exhibit is planned, including interviews and pictures summarizing focus groups at the Murphy
Center and Mission.
Hispanic Heritage Month: Council will declare a proclamation honoring Hispanic Heritage month on September
20, 2016.
COMMITTEE REPORTS / EVENTS / ANNOUNCEMENTS
September is national Hunger Action Month and Suicide Awareness Month.
Larimer County Candidates Forum: October 6, 4:00 – 7:00pm at the Senior Center.
NED (No Evidence of Disease) Band: Saturday October 8th, at the Agave Room above the Rio Grande Restaurant.
Band members are gynecologic/oncology surgeons who provide a voice to women affected by gynecologic

Adjournment was unanimously approved at 7:00 pm.
Next HRC meeting is Thursday, October 13th at 5:30 pm in the CIC Room, City Hall West.
