A regular meeting of the Liquor Licensing Authority was held March 3, 2016 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Stipulation Agreement Approved
Troy Krenning, attorney representing Suite 152, Inc., stated he has had an opportunity to review the
stipulation agreement with the licensee and that they are already to proceed.
Assistant City Attorney Scurlock summarized the stipulation agreement. She stated the Licensee has
agreed to a five day suspension and pay a fine in lieu of suspension in the amount of $3569.70 for
violating Regulation 47-900, for failing to conduct the licensed premises in a decent, orderly and
respectable manner; and which makes it unlawful to permit disturbances, or activities which are offensive
to the sense of the average citizen. The licensee further voluntarily admits violating Chapter 3, Article
II, Section 3-8, failing to report a disturbance on the licensed premises.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as presented
for Suite 152 Inc., dba Rec Room & The Yet, Old Town Square, Building 23.
Registration of Kristopher Koch as
Manager of Jay's Bistro,
135 West Oak Street, Approved
Norm Koch, manager applicant, stated he has worked at Jay's for many years under the previous owner.
He stated he requires all their employees to be TIP's certified and then conduct frequent trainings. Mr.
Koch stated that he supervises approximately 40 employees. He stated that any patron ordering alcohol
that appears to be under the age of 40 is required to provide valid identification. Mr. Koch stated any
employee found in violation of the liquor code is immediately terminated.
Judge Lane approved the registration of Norm Koch as manager of Jay's Bistro, 135 West Oak Street.

Registration of Eugene Schmidt as
Manager of Chuck E. Cheese's #865,
105 West Prospect Road, Approved
Eugene Schmidt, manager applicant, stated he has been with this establishment for 15 years. He stated
he was required to complete training when he was first hired. Mr. Schmidt stated he will attend training
to keep his information current. In response to a question from the Authority, Mr. Schmidt described
the sequence of events that occur when a patron orders an alcoholic beverage. He stated they only allow
each patron to have 2 alcoholic beverage per visit. Mr. Schmidt stated that any employee found in
violation of the liquor code is immediately terminated.
Judge Lane approved the registration of Eugene Schmidt as manager of Chuck E. Cheese's #865, 105
West Prospect Road.
Registration of Cody Muck as
Manager of BJ's Restaurant & Brewhouse,
2670 East Harmony Road, Approved
Cody Kluck, manager applicant, briefly described his background, stating he has been with BJ's
Restaurant for 10 years. He stated he is TIP's certified as a trainer and the training they require all their
employees to complete. Mr. Kluck stated that any vertical id's must be reviewed by a manager before
service. He stated he has not had a visibly intoxicated patron at this location and that he supervises
approximately 90 employees. Mr. Muck stated he has 4 assistant managers and that at least 3 managers
are on premise when they are open. He stated any patrons ordering an alcoholic beverage that appears
to be under the age of 30 must provide valid identification to be served. Mr. Kluck stated he has a
current copy of the liquor code on premise.
Judge Lane approved the registration of Cody Kluck as Manager of BJ's Restaurant & Brewhouse, 2670
East Harmony Road.
