A regular meeting of the Liquor Licensing Authority was held February 1, 2018 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Show Cause Hearing for Mason Holdings, LLC, dba
The Boot Grill, 130 West Laurel Street, Stipulation Agreement
Jeff Bostic, representative for Mason Holdings, LLC, stated he has had a chance to review the
stipulation agreement and that the employee that sold to the underage patron was immediately
terminated.
Assistant City Attorney Fink summarized the stipulation agreement. He stated the Licensee has agreed
to a 5 day suspension, all 5 days served and no days held in abeyance for violating Colorado Liquor
Code Section 12-47-901(1)(a.5) prohibiting the service of an alcohol beverage to a person under the
age of twenty-one years. The City received payment at the hearing.
Judge Lane approved the findings, conclusion and order accept6ing the stipulation agreement as
presented for Mason Holdings, LLC, dba The Boot Grill, 130 West Laurel Street.

Temporary Modification of Premise Application from
Tap and Handle, LLC, dba Tap and Handle,
307 South College Avenue,
for an event scheduled March 17, 2018, Approved
Katie Davis, representative for Tap and Handle., LLC, stated this event is the same as others that have
been conducted. She stated all employees and volunteers are TIPS trained. Ms. Davis stated that
patrons will be wrist banded. She stated this is a fundraiser for Poudre Fire Authority and that
firefighters will be helping with security. Ms. Davis stated that employees will not be allowed to
consume alcohol while on duty.
Judge Lane approved the temporary modification of premise application from Tap and Handle, LLC,
dba Tap and Handle, 307 South College Avenue for an event scheduled March 17, 2018.
Transfer of Ownership of Virtual Links, from
Virtual Links, Inc., to Emporium Sport Bar, LLC, dba
925 South Taft Hill Road, Suite 1, Approved.
Roger Martin, representative for Emporium Sports Bar ,I`LLC, described the changes they are making
to the premises, stating that they are removing the golf simulators. He stated there will be no changes
to the patio. Eric Bolton, general manager, stated any patron ordering an alcoholic beverage must
provide valid identification to be served. He stated any employee found in violation of the liquor code
will be immediately terminated.
Judge Lane approved the transfer of ownership of Virtual Links from Virtual Links, Incorporated

Adam Stapen, attorney representing Target Corporation, stated they are ready to proceed.
Max Scott, representative for Oedipus, Inc., was sworn. He briefly described how the petitioning is
conducted. Mx. Scott stated the results indicate strong support from the designated neighborhood for
this application.
John Walsh, general manager, was sworn. In response to questions from Mr. Stapen, he stated applying
for this 3.2% beer license is to provide consistency for their customers; that all the Target stores will
sell beer. Mr. Walsh described the training they require their employees to complete before being
allowed to sell age -restricted items. He stated that any employee found in violation of the liquor code
could be terminated.
Judge Lane adopted Resolution 2018-006 approving a 3.2% beer — off premise license from Target
Corporation, dba Target Store T-0079, 105 West Troutman Parkway.
Sara Nelson, representative for Maverik Inc., was sworn. She stated Mavrik is a larger conveme e
store and that all Maveriks in Colorado lave a 3.2% beer — off premise license. Ms. Alton descxib d
the training employees are required to complete on an ongoing basis. She stated patrons must provide
valid identification in order to purchase beer. Ms. Nelson stated any employee found in violation of
the liquor code is immediately terminated.
Ms. Garretson, representative for Liquor Petitioning Professionals, was sworn. She briefly described
the petitioning process. Ms. Garretson stated the survey results indicate strong support for this
application.
Judge Lane adopted Resolution 2017-033 approving a 3.2% beer — off premise license from Maverik,
Inc., dba Maverik, #520, 651 South East Frontage Road.

Vatos Tacos & Tequila, LLC, dba Vatos Tacos & Tequila,
234 North College Avenue, Unit A2, Approved
Richard Lucio, representative for Vato's Tacos & Tequila, LLC, was sworn. He stated they will not be
serving alcohol at breakfast and that they are primarily a restaurant serving meals. Mr. Lucio stated
this is a fast -casual concept type restaurant. He stated any patron ordering an alcoholic beverage is
required to provide valid identification. Mr. Lucio stated all employees will be required to complete
TIPS training before serving. He stated any employee found in violation of the liquor code is
immediately terminated.
Ellyn Just, representative for Aggie Agency, LLC, was sworn. She briefly described the petitioning
process and that this survey indicates strong support for this application.
Judge Lane adopted Resolution 2018-003 approving a hotel -restaurant liquor license from Vatos
Tacos & Tequila, LLC, da Vatos Tacos & Tequila, 234 North College Avenue, Unit A2.
