A regular meeting of the Liquor Licensing Authority was held March 21, 2018 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

David Lindsay, Liquor Enforcement Officer

Registration of Mark O'Prey as
Manager of Beau Jo's Pizza,
205 North College Avenue, Approved
Dan Carr, attorney representing B.J. Management, Inc., stated Mark O'Prey has worked at this location
as an assistant manager and has not had a liquor violation. Mr. Carr said nothing will change and that
this was only an internal shift to register Mr. O'Prey as the manager. Mr. O'Prey stated he had
completed training last year.
Judge Lane approved the registration of Mark O'Prey as manager of Beau Jo's Pizza, 205 North
College Avenue.

Registration of Jeff Parsek as
Manager of Romano's Macaroni Grill,
4627 South Timberline Road, Approved
Jeff Parsek, manager applicant, stated he was recertified just 2 years. He stated he is responsible for
training staff and that he has three assistant managers.
Judge Lane approved the registration of Jeff Parsek as manager of Romano's Macaroni Grill, 4627
South Timberline Road.
Registration of Joel Nordby as
Manager of Chipotle Mexican Grill,
649 South College Avenue, Approved
Joel Nordby, manager applicant, stated he has worked for Chipotle for 4 years. He stated he received
his TIPS certification a year ago and that all employees are TIPS trained. Mr. Nordby stated that he
has approximately 30 employees, of which 8 are involved with the sale and service of alcohol. He
stated any employee found in violation of the liquor code is immediately terminated.
Judge Lane approved the registration of Joel Nordby as Manager of Chipotle Mexican Grill, 649 South
College Avenue.
Transfer of Ownership of Yum Yum Restaurant,
1300 West Elizabeth Street, from Made With Love Foods, LLC to
Yum Yum Restaurant, Inc., Approved
Denise Hakim, representative for Yum Yum Restaurant, Inc., stated she has had multiple trainings
over the time her family has owned this establishment. Ms. El Hakim stated anyone who orders an
alcoholic beverage is required to present a valid identification. She stated any employee found in
violation of the liquor code will be immediately terminated.
Judge Lane approved the transfer of ownership from Yum Yum Restaurant, 1300 West Elizabeth
Street, from Made With Love Foods, LLC, to Yum Yum Restaurant, Inc.

Transfer of Ownership of Empire Palace,
2721 South College Avenue, Unit 4B from
Empire Dim Sum Seafood Restaurant, LLC to
Panhandler's, Inc., and Trade Name Change to
Panhandler's Pizza, Approved
Louann Decoursey, representative of Panhandler's Pizza, LLC, stated she previously worked at
Panhandler's Pizza and that she has 30+ years of being in the restaurant business. She stated changes
to the premises are only cosmetic. Ms. DeCoursey stated she will attend TIPS training with her staff.
She stated she has 32 employees and that 20 of them will be required to attend TIPS training. Ms.
DeCoursey stated any employee found in violation of the liquor code will be immediately terminated.
Judge Lane approved the transfer -of ownership of Empire Palace, 2721 South College Avenue, Unit
4B from Empire Dim Sum Seafood Restaurant, LLC to Panhandler's, Inc., and trade name change to
Panhandler's Pizza.
Transfer of Ownership of Cozzola's Pizza,
241 Linden Street, from Mountain Dog, Inc., to
Haley Ventures, and Trade Name Change to Corina's Pizza, Approved
Corina Haley, representative for Haley Ventures, stated she is TIPS trained. No changes to the
premises. She stated any patron ordering an alcoholic beverage is required to provide valid
identification. Ms. Haley stated any employee found in violation of the liquor code will be immediately
terminated.
Judge Lane approved the transfer of ownership of Cozzola's Pizza, 241 Linden Street, from Mountain
Dog, Inc., to Haley Ventures, and trade name change to Corina's Pizza.
New Application from Tecate Grill, Inc., dba
Tecate Grill for a hotel -restaurant liquor license, at
1501 West Elizabeth Street, Unit 2, Approved
Emiliano Contreras, representative for Tecate Grill, Inc., stated this will be primarily a restaurant. He
stated they are making only cosmetic changes and that it has an all glass front to effectively monitor

the patio areas in addition to security cameras. He stated any servers will be required to complete
training prior to serving. Mr. Contreras stated any patron ordering an alcoholic beverage must provide
valid identification.
Ellyn Just, representing Aggie Agency, LLC, was sworn. Ms. Just briefly described the petitioning
process and that she received many positive comments in support of this application.
Judge Lane adopted Resolution 2018-018 approving a hotel -restaurant liquor license from Tecate
Grill; Inc., dba Tecate Grill, 1501 West Elizabeth Street, Unit 2.
