HomeMy WebLinkAbout2016 - Affordable Housing Board - Annual ReportAffordable Housing Board 2016 Annual Report The following lists the major items the Affordable Housing Board (AHB) was involved with during 2016: 1. Competitive Process for Allocating City Funds for Affordable Housing: The AHB worked with the Community Development Block Grant (CDBG) Commission in advising the City Council on the funding for affordable housing projects in the spring and fall cycles of the competitive process. The Board reviewed 5 applications in the spring cycle and made recommendations to the CDGB Commission. The Board reviewed 2 applications in the fall cycle and made recommendations to the CDBG Commission. 2. Land Bank Program – The AHB advised staff, and was kept appraised of all staff work and recommendations related to this program. 3. Housing Northern Colorado – Board members attended the February Kick-off meeting that spurred several continuing regional conversations about housing affordability. 4. The Board sent memorandums or emails to City Council regarding the following matters: • Supporting the assignment of the 2016 Private Activity Bond Allocation to the FCHA • Concerns regarding the proposed Capital Expansion Impact Fees • Support for the Release of a Restrictive Covenant at 520 Cherry Street • Support for local Ordinance regarding the establishment and resolution of Construction Defect claims • Support for Planning and Zoning modifications for the FCHA’s Village on Horsetooth development project • Supporting a change to the Land Bank Program to allow rental housing for up to 60% Area Median Income as long as the entire development averages households at or below 50% AMI • 5. Board Briefings: • Short Term Rental Licensing (twice) • Old Town and Downtown Plans (Three times) • Habitat for Humanity • Land Trusts • Colorado Housing and Finance Authority – Low Income Housing Tax Credits and other programs • Density and Design • Land Bank Program • Housing issues for seniors • Capital Expansion Fees • Bike Fort Collins • Education and Communication Campaigns for affordable Housing 6. 2015 Work Plan. The Board sent a representative to participate in City Council meetings public comment periodically throughout the year. The Board worked to complete their work plan for the year 2016.
