MEMORANDUM
FROM THE CITY OF FORT COLLINS
NATURAL RESOURCES ADVISORY BOARD
DATE: December 17, 2015
TO: Mayor and City Council Members
FROM: John Bartholow on behalf of the Natural Resources Advisory Board
SUBJECT: 2015 NRAB Annual Report
In 2015, the City of Fort Collins Natural Resources Advisory Board (NRAB) held 12 regular meetings
during which 43 agenda items were addressed (covering 30 topics), and 10 related resolutions or reports
were sent to City Council. When advice was offered, it was almost always the result of multiple meetings
on the same or a closely related subject. We also regularly monitor many other items of interest that may
result in no immediate Council feedback but do provide the opportunity to be a sounding board for Staff.
In addition, we took one field trip in conjunction with the Water Board to the Meadow Springs Ranch
biosolids reclamation facility.
The table below lists the agenda items considered and formal actions taken by the NRAB during 2015.
Areas of special emphasis to the NRAB in 2015 included: the Climate Action Plan, Nature in the City, the
Northern Integrated Supply Project (NISP), and implementation actions for the Road to Zero Waste.
As planned, the agenda items we addressed touched on almost all of the items in our 2015 work plan.
The only issue that we did not address was oil and gas, which is currently tied up in litigation. However,
our 2016 Annual Work Plan largely mirrors 2015’s and we do intend to follow up on the data being
collected at nearby wellheads.
Members of the NRAB served as designated representatives to the following groups or projects: Bicycle
Advisory subcommittee of the Transportation Board; Nature in the City; and, Climate Action Plan
Citizens Committee. Due to the resignation of two of our members, we did occasionally struggle to meet
our quorum, and hope that this situation will be soon corrected.
It has been said that if it's free, it's advice; if you pay for it, it's counseling; if you can use either one, it's a
miracle. It will be a pleasure to serve for another year on behalf of the people, as well as the environment and
natural resources, of Fort Collins. And we can hope for miracles.
Respectfully Submitted,
John Bartholow, Chair, Natural Resources Advisory Board
