HomeMy WebLinkAbout2016 - Parks And Recreation Board - Work Plan2016 P&R Board Work Plan & Meeting Schedule Page 1 of 4 2016 WORK PLAN AND MEETING SCHEDULE PARKS AND RECREATION BOARD The Parks and Recreation Board consist of nine citizen members appointed by the City Council. The Board acts as an advisory board and advises and makes recommendations to the Community Services Service Unit and the City Council for their approval as to rules, regulations, policies, and administrative and budgetary matters pertaining to Parks and Recreation, excluding matters relating to the operation and maintenance of City-owned golf courses and cemeteries. The Board assists the City in cooperating with the Poudre School District and other organizations and individuals interested in the City's parks and recreation programs. Members serve four-year terms, and they serve without compensation. All regular Parks and Recreation Board meetings are scheduled for the fourth Wednesday of each month, except for the meeting in November/December. The locations of the meetings are held throughout the City at various Park & Recreation venues at 5:30pm. The 2016 meeting schedule is as follows: GOAL The Parks and Recreation Board’s goal is to advocate for the City’s exceptional parks, trails and recreation services by: • Challenging and advising Staff to provide services in a manner that optimizes the use of the City’s limited resources. • Championing the implementation of the Fort Collins Parks and Recreation Plan and Plan Fort Collins. • Exploring options to provide sustainable funding sources with no shortfalls. • Continue to assist with the City’s partnership with Poudre School District to share facilities and resources, and promote stewardship. • Continue to look for opportunities to engage the community. January 27 May 25 September 28 February 24 June 22 October 26 March 23 July 27 December 7 (November/December) April 27 August 24 2016 P&R Board Work Plan & Meeting Schedule Page 2 of 4 WORKPLAN Budget • Communicate Board positions on the scheduling of Parks & Recreation projects to be funded by BOB 2.0. • Encourage staff to explore permanent funding options for parks, trails, and recreational facilities; operations and maintenance. • Provide feedback on current and proposed fees. • Support grants and other outside funding opportunities for parks, trails and recreation programs and facilities. • Support BFO offers responding to staff and provide recommendations to City Council. Communication • Work with staff to develop an outreach/marketing program to promote awareness and stewardship of the City’s parks, trails and recreation facilities. o Investigate ways to regularly promote parks and recreation. o Work with staff to share more information about the parks, trails and recreation system by enhancing the City’s media sources and investigating other communication methods. o Focus on improving communication with other Boards to achieve common goals. o Make recommendations to increase cooperation/communication with external entities. • When parks & recreation matters are being review by City Council, meet with Council members and/or attend Council meetings to provide Council with the Board’s recommendations. • Ensure Board has regular feedback with Council Liaison with regard to the Southeast Community Park and the Southeast Community Center. • Review upcoming Council Agendas for items related to Parks & Recreation. Sustainable Practices • Support the City’s sustainability and “green practices” efforts and use of the environmental best practices manual, as they pertain to parks and recreation facilities and provide feedback on any applied practices. • Support the Parks Department’s goal of reducing water use in City parks through various strategies. • Review Nature in the City Plan and provide feedback as it relates to Parks and/or Recreation facilities. Parks • Review matters related to parkland acquisitions, park design and construction, and parks operation and maintenance. • Review action items related to parks, trails and recreation in Plan Fort Collins. • Provide input on community supported agriculture (CSA), community gardens, urban forests and other innovated opportunities in Parks. • Explore opportunities for better designed dog parks. • Support refreshing and maintenance of existing parks. • Continue to advocate for the development of a Parks downtown maintenance shop. • Explore ways to help facilitate a comprehensive incident report to aide Police and Park Rangers in highlighting areas of concern throughout the park system. 2016 P&R Board Work Plan & Meeting Schedule Page 3 of 4 • Review and provide input on West Central Plan and Midtown Corridor Plan as it relates to: o Pocket Parks o Streetscapes o Medians Trails • Continue to review the location and construction of new trails, including the expansion of the Poudre River Trail, Fossil Creek Trail, and Power Trail. • Support trail funding through Conservation Trust Funds, Natural Areas Sales tax, grants, and other funding sources. • Review regional trail plans. • Support collaboration between Parks and Natural Areas, for park trails within designated Natural Areas, and shared funding for trail construction and maintenance. • Support collaboration between Parks and FC Moves for an integrated transportation network as it relates to the trail system. • Support refreshing and maintenance of existing trails. Recreation • Follow up on the Recreation Strategic Plan action items. • Review plans for the Foothills Activity Center. • Support Staff’s efforts to enhance community relations and marketing efforts. • Review and provide input into matters related to the public process for the Southeast Community Center • Support site selection and provide feedback for the Southeast Community Center. • Review and provide input on the maintenance issues at EPIC. • Provide feedback on audio/visual issues at Recreational facilities. Other Projects/Programs • Provide feedback on transient population issues and the impact on Parks and Recreation Facilities. • Provide feedback on Natural Area programs that impact Parks and Recreation programs. • Review and provide input into matters related to the downtown Poudre River Improvements Project and the impacts to Parks and Recreations. • Review and provide input on updates to the Parks and Recreation Policy Plan. 2016 P&R Board Work Plan & Meeting Schedule Page 4 of 4 FORT COLLINS PARKS AND RECREATION PLAN VISION AND GUIDING PRINCIPLES Fort Collins’ parks, trails, and recreation facilities give quality of life and beauty to our city. Future Needs Lands are acquired and developed to provide a growing population with a wide variety of high-quality services and facilities, while balancing the operation and maintenance costs of these services with citizens’ willingness to fund them. Civic Involvement Residents are involved in the planning, development, and programming of the City’s parks and recreation system
