PARKS AND RECREATION BOARD
2015 ANNUAL REPORT
The City of Fort Collins Parks and Recreation Advisory Board held 10 regular meetings in 2015 at various park and
recreational facilities throughout the City. The 2015 Board Members were Ragan Adams, Mary Carlson, Brian
Carroll, Bruce Henderson, Kenneth Layton, Jessica MacMillan, Scott Sinn, Kelly Smith and Dawn Theis. The Board
elects its officers annually in February, and Jessica MacMillan was elected as Board Chair with Bruce Henderson as
Board Vice-Chair. Dawn Theis was elected as Secretary. Gino Campana served as City Council Liaison to the
Board. Kurt Friesen, Park Planning & Development Director; J.R. Schnelzer, Director of Parks (retired in
September); Mike Calhoon new Director of Parks; and Bob Adams, Recreation Director, served as Staff Liaisons to
the Board, with Carol Rankin, Administrative Support Supervisor, providing staff support.
The Board achieved the majority of its 2015 work plan.
• Budget
• Board was updated and supported Michelle Provaznik, Manager of the Gardens on
Spring Creek, on the Capital Campaign and the generous support they have from
sponsors.
• Board discussed and review funding options for operations & maintenance of parks,
which includes refreshing of parks, with the Director of Community Services.
• Communications
• Board explored new methods to promote awareness and stewardship of the parks as the
current monthly articles to the Coloradoan was no longer an option. The Board now
writes a quarterly article as part of the Recreator.
• Sustainable Practices
• Board was updated on the Dust Control Manual and proposed new code language and
felt there needed to be more thought on implementation strategies.
• Board was presented with the Utilities Water Efficiency Plan for 2017 in an effort to help
educate the public.
• Board was updated on the recycling efforts at each park shop with the implementation of
recycling rows to divert waste going to landfill.
• Parks
• Board reviewed the design plans for the Southeast Community Park.
• Board kept apprised of the redesign efforts of the community garden at English Ranch
Park.
• Board was updated on the tree risk assessment done by Forestry with regards to the
Emerald Ash Borer.
• Board was updated on the work being done at the Cemetery with the help from the DAR
(Daughters of the American Revolution) volunteer to gather information about every
gravestone and the historic significance this work will have.

• Trails
• The Board approved support for the Longview Trail project with Bruce Henderson
writing a letter of support from the Board.
• Recreation
• The Board was presented with and supported a new on-line training program for coaches
developed by Aaron Harris, Recreation Supervisor.
• The Board supported installation of the Master Swimmers Sculpture at EPIC.
• The Board supported the CSU Club Hockey & EPIC IGA.
• Board was updated on the change made to the Recreation Passes to be purchased and
used at any Recreation facility.
• Board was kept apprised of the work being done and potential opening dates of the new
Foothills Activity Center.
• Other Projects/Programs
• The Board reviewed and recommended approval of the Nature in the City Strategic Plan
as specified at the February meeting.
• The Board reviewed and recommended approval of the West Central Area Plan
specifically the Vision & Policy portion of the Open Space Network as presented in the
February meeting.
• Board supported the West Nile Virus program enhancements.
• Board reviewed the new smoking ordinance that will affect Parks, Trails and
Recreational Facilities.
• Board wrote letter of support to receive a Playful Cities designation.
• Board members attended Women’s Commission collaboration breakfast.
• The Board Reviewed and made a recommendation to support the Fugitive Dust proposal.
