ANNUAL REPORT: 2015
The Community Development Block Grant (CDBG) Commission held ten regular
meetings and five special Competitive Process-related meetings (four nights for funding
applicant presentations; one meeting for funding recommendation deliberations) during
2015. The Commission had one corresponding work sessions with City Council to
conduct a Periodic Review. The regular and special meetings were held to review the
Spring Competitive Process applications for affordable housing and public services
proposals, and to monitor progress of the federal CDBG and HOME Investment
Partnership (HOME) Programs, as well as the use of the City’s Affordable Housing Fund
(AHF), Human Service Program (HSP). AHF and HSP both had additional funds from the
Keep Fort Collins Great (KFCG) fund. This year City Council approved allocating HOME
and AHF money in the spring and offering an optional fall cycle for housing proposals if
the City received additional money from program income (money returned to the
program) or the repayment of loans.
The Commission provided recommendations to City Council concerning the expenditure
of the City’s FY2015 CDBG and HOME entitlement grants, AHF, HSP and KFCG funds.
Funding requests were greater than available dollars so not all proposals submitted were
funded. All revenue streams (CDBG, HOME, AHF, and HSP), as well as Program Income
and miscellaneous carryover revenues, are included in the funding amounts listed below
(KFCG funds are included in the AHF and HSP totals):
