The Land Conservation and Stewardship Board (LCSB) are pleased to present its 2015 Annual Report to
the Mayor and City Council. During 2015, the LCSB worked diligently to fulfill its responsibilities as
advisors to City Council on issues related to the Natural Areas Department (NAD). The LCSB looks
forward to serving the citizens and City Council in the year 2016. Thank you for the opportunity to serve
our citizens and make contributions to our community.
The LCSB recommended that Council/City Manager approve the following items: Bison IGA with CSU;
Resolution of Quail Ridge Encroachments at Pine Ridge NA; City Dust Control Manual; Larimer
County’s Devil’s Backbone Management Plan; Land Use Code Changes Related to Natural Areas
Development; IGA with Larimer County for the construction of the North Shields Poudre River Access
Parking Lot and Trails; City Code changes to allow Pronghorn Hunting at Soapstone NA; City Code
Changes Regarding Handling of Abandon Private Property; IGA with CSU to hire Colorado Natural
Heritage Program as a consultant; Appropriation of Prior Year NAD Reserves; IGA with Loveland on the
CRD 30 Land Purchase; Non-development Mineral Lease from State Land Board on Soapstone Prairie;
Notice of Alignment on Running Deer NA for the Box Elder Creek Overflow Drainage Channel and the
Prospect Road Bridge; Access Easement for Jerry Roselle across Topminnow NA; Notice of Alignment
on Udall NA for a Storm Sewer Outfall; LCSB 2016 Work Plan; and an IGA with ELCO Water District
for the Coy Ditch Measuring Station.
The LCSB recommended that Council/City Manager not approve the following items: CDOT Revocable
Permit for Expansion of the Park-n-Ride at Arapaho Bend NA; Easement to CSU for Painting the “A”;
and Proposed Changes to City Code related to Camping.
Staff provided regular updates on land conservation projects and requested input on numerous potential
land conservation projects.
The LCSB received presentations, discussed the issues, and provided staff input on the following
subjects: Poudre River – Ecological Response Model; Nature in the City; West Central Area Plan; Park’s
Paved Trail System; NAD Bird Survey Report; City Economic Plan; River Health Targets; Northern
Integrated Supply Plan; NAD Education, Outreach and Volunteer Coordination Update; City Naming
Policy; NAD Prairie Dog Management Update; Resource Management Update; Core Natural Areas
Management Plan; Proposal from Larimer County to build an Open Lands Visitor Center and Nature
Center at Fossil Creek Reservoir NA; Public Improvements and Trails Update; and a Facilities Update.
Kathryn Grimes who served as our Bicycle Advisory Committee Representative and Vice-Chair resigned
in June. She was replaced on the LCSB by David Tweedale. Ed Reifsnyder replaced her on the BAC and
Marcia Mallory-Patton replaced her as Vice-Chair.
The LCSB elected officers in February; in June the LCSB took a van tour of several natural areas
projects; and in November the LCSB took part in a joint Open Space Meeting with the Larimer County
Open Lands Board, the City of Loveland Natural Areas Board, and representatives from several other
cities in Larimer County. The primary purpose of the meeting is to allow the board members in
attendance a chance to network, collaborate, and share information in breakout sessions.
