A regular meeting of the Liquor Licensing Authority was held on January 15, 2014 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Registration of Justin Rome as
Manager of Chipotle Mexican Grill,
2120 East Harmony Road, Suite 107, Approved
Justin Rome, manager applicant, briefly described his background. He stated they do not accept vertical
id's. Mr. Rome stated any employee found in violation of the liquor code is immediately terminated.
He stated he will amend his application and that he is a long time resident of Fort Collins. Mr. Rome
stated he will provide proof of training to the City Clerk's Office within 60 days.
Judge Lane approved the registration of Justine Rome as manager of Chipode Mexican Grill, 2120 East
Harmony Road, Suite 107.
Hearing on a New Application from Blue Agave, LLC,
for a hotel -restaurant liquor license at
Blue Agave Grill, 201 South College Avenue, Suite 100, Approved
Brenda and Richard Lucio, representatives for Blue Agave Grill, LLC, were sworn. In response to a
question from the Authority, stated they have ongoing training in response to the violations at their
Loveland restaurant. ]b1s. Lucio stated that all servers are required to be TIP's certified before they are
allowed to serve alcohol. She stated they do not take expired or vertical licenses and that any patron
ordering an alcoholic beverage that appears to be under the age of 40 must provide valid identification.
Ms. Lucio confirmed that the diagram was accurate.
Ms. Lucio stated she had conducted all the petitioning. She stated the results of the petitions
demonstrate a strong need and desire for this application.
Judge Lane adopted Resolution 2013-28 approving an application from Blue Agave, Inc., for a hotel -
restaurant liquor license at Blue Agave Grill, 201 South College Avenue, Suite 100.

for a hotel -restaurant liquor license at The Kitchen,
100 North College Avenue and 106 East Mountain Avenue, Approved
Jim Beinnford, attorney representing The Kitchen Cafe, LLC, introduced the applicant and petitioner.
Carol Johnson, representative for Esquire Petitioning, LLC, was sworn. She described the petitioning
process and stated that the weather did not allow for as many door knocks as normally is done. Ms.
Johnson stated the results demonstrate support for this application, noting that they did not have one
negative comment.
Kate Coffman, representative for The Kitchen Cafe, LLC, was sworn. She stated the), have been in
business for 10 years and that they have not had a liquor violation. Mr. Coffman briefly described the
manager they intend to register at this location. She briefly described the concept of this restaurant.
Ms. Coffman stated they hope to open in April. She stated all employees are required to be TIP's trained
and that they require to be retrained every two years. Ms. Coffman stated the basement will only be
used for liquor storage. In response to a question from the Authority, Ms. Coffman stated the primary
business will be a restaurant.
Judge Lane adopted Resolution 2014-04 approving the application for a hotel -restaurant liquor license
from The Kitchen Cafe, LLC, at The Kitchen 100 North College Avenue.
Hearing on a New Application from Punchline, LLC,
for a tavern liquor license at The Laboratory,
1801 South College Avenue, Unit D, Approved
Jeffrey Lcef, representative for Punchline, LLC was sworn. In response to questions from the
Authority, Mr. Leef described the premises. He stated they will have a full bar but will not be open late
at tight. Mr. Lecf stated the patio is full visible from inside the restaurant and that then will have security
cameras monitoring the patio. He stated alcohol storage will be locked. Mr. Lecf stated that all
employees will be required to be TIP's trained and attend the City's training offered by the Fort Collins
Police Department. He stated that they will have scanners to verify the validity of an id. Mr. Lccf stated
that anv violation found in violation of the liquor code will be immediately terminated. He stated they
will have a current copy of the liquor code on premise.
David Wyatt, representative for Aggie Agency, was sworn. He briefly described the petitioning process
and that the response to this petitioning demonstrates support for this application.
Judge Lane adopted Resolution 2014-01 approving the application for a hotel -restaurant liquor license
from Punchline, LLC at The Laboratory, 1801 South College Avenue, Unit D.

for a beer and wine license at Empire Palace,
2721 South College Avenue, #413, Continued to February 6, 2014
Judge Lane continued this hearing to February 6, 2014 to allow the licensee more time to petition.
