Meeting Minutes
September 10, 2015, 5:30 p.m.

Guest Presenters and Citizens: Sgt. Kent Robinson, Fort Collins Police Services (FCPS) and Brittiany and Aaron

CALL TO ORDER
The meeting commenced at 5:30 p.m.
GUEST SPEAKER PRESENTATION
Sgt. Robinson provided Citizen Liaison Training for commissioners, invited commissioners to apply for the
Police Ride Along and/or a Walk Along with downtown officers and introduced the annual Citizen Police
Academy (August to November).
Q&A:
• Sgt. Robinson outlined the training process for Fort Collins police officers.
• FCPS pays $5,000/officer to be trained at the Adams County facility plus additional costs for training in
Fort Collins.
• In addition to the initial training, officers receive diversity training every two years.
• FCPS has 19% female officers and employs Hispanic, Black and Asian officers.
• Applicants require a minimum of 60 college credits to be eligible to apply to FCPS.
• Sgt. Robinson highlighted FCPS challenges and the emotional stress support available to officers.
Meeting Highlights Summary
1. Guest Sgt. Kent Robinson, Fort Collins Police Services, spoke about the Citizens Ride-Along program
and answered questions from HRC members about issues that affect the police in Fort Collins.
2. Members discussed the Public Indecency Ordinance (Section 17-142) of the Municipal Code.
3. Members discussed Clayton Hurd’s Sustainability and Social Inclusion in Fort Collins research project.
4. Members formulated plans to host the next series of public forums focusing on multicultural issues
and diversity.
5. Members received an update on the proposed Street Outreach Program.
6. Members developed plans for the annual HRC Human Relations Awards.

PUBLIC INPUT
Brittiany Hoagland participated in discussion regarding municipal code for public indecency.
AGENDA REVIEW
Agenda reviewed by Chair Smith and was unanimously approved.
APPROVAL OF MINUTES
The August meeting minutes were unanimously approved.
BUDGET REPORT
Budget report from Liaison Sowder; current balance of $2,845.00 was unanimously approved.
OLD BUSINESS
Proposed motion for Chair Smith to write a memo to Council with suggested changes to Fort Collins Section
17-142 of Municipal Code, send it via email to commissioners for feedback, and for the revised copy to be
reviewed at the October HRC meeting was unanimously approved.
Liaison Sowder will get information from City Staff about the neighborhood improvements and decision
against light installation at Lemay and Buckingham in the Tres Colonies neighborhoods.
Other per commissioners
EOC Chair Sagas provided an Education Outreach Work Plan; proposal to hold six events between March
2016 and April 2017.
NEW BUSINESS
Liaison Sowder reviewed the proposed Street Outreach Program.
Motion to submit the edited Awards Program soapbox to the Coloradoan was unanimously approved.
Need to complete the HRC Work Plan by November 2016.
Motion to cancel December’s meeting was unanimously approved.
