HomeMy WebLinkAbout2014 - Parks And Recreation Board - Annual Report2014 P&R Board Annual Report Page 1 of 2 PARKS AND RECREATION BOARD 2014 ANNUAL REPORT The City of Fort Collins Parks and Recreation Advisory Board held 11 regular meetings in 2014 at various park and recreational facilities throughout the City. The 2014 Board Members were Ragan Adams, Mary Carlson, Brian Carroll, Michael Chalona, Bruce Henderson, Jessica MacMillan, Scott Sinn, Dawn Theis, and Carey Wilkening (resigned in June). The Board elects its officers annually in February, and Bruce Henderson was elected as Board Chair with Jessica MacMillan as Board Vice-Chair. Dawn Theis was elected as Secretary. Gino Campana served as City Council Liaison to the Board. Craig Foreman, Park Planning & Development Director, retired in June. Kurt Friesen, new Park Planning & Development Director, started in August. J.R. Schnelzer, Director of Parks and Bob Adams, Recreation Director, served as Staff Liaisons to the Board, with Carol Rankin, Administrative Support Supervisor, providing staff support. The Board achieved the majority of its 2014 work plan.  Budget  Sent recommendations to the City Council representing the Board’s opinion and support for: BOB 2.0 projects, Poudre River Downtown Project, BFO Enhancement Offers, and Lincoln Corridor Plan.  Participated in Boards Super Meeting focused on evaluating BOB 2.0 projects.  Participated in a review and discussion with Parks & Recreation staff on the BFO process.  Reviewed status of P&R BFO offers.  Communications  Promoted Parks and Recreation accomplishments and stewardship with monthly articles submitted to the Coloradoan. Developed a spreadsheet to maintain list of ides for articles. Dance Classes Aquatics and Aqua Fitness Tennis/Racquet Sports Summer Youth Programs - Recreation Veteran Memorials in Parks BMX, Bike Skills and Skate Parks Dog Parks, Dog Fun, Dog Rules City Park Tree Tour/Arboretum Behind the Scenes at Parks Senior Center Highlighting Northside Aztlan Center  Worked on outreach with other boards and by having a board member liaison with Bicycle Advisory Committee. Individual members attended meetings and functions of other city boards, commissions and departments and reported back to our group.  Support/Endorsement Letters: o To BLT - 4 BFO enhancement offers o To Council - for area along Poudre River from I-25 to the Watson Lake be designated as an Important Bird Area o To Council - Poudre River Plan o To Council - BOB2 projects o To Great Outdoors Colorado - grant app for extension of Fossil Creek Trail College to Shields o To Council – Lincoln Corridor 2014 P&R Board Annual Report Page 2 of 2  Concern Letters: o To Council - expressing concern over whether their new direction for the SE Community Innovation Center truly represented local community feedback.  Members attended public input meetings to engage with citizens and report back to our group.  Reviewed the City Council six month planning calendar on a regular basis to ensure participation of the Board at Council Meetings where Parks and Recreation items would be discussed as well as coordinate our agenda topics for timely representation with council agenda topics as needed.  Sustainable Practices  Introduction to Nature in the City projects and work plans  Water supply shortage response  Possible renovation to convert irrigation lines in a few remaining parks to raw water source  Parks  Reviewed the Downtown Poudre River Planning Project; as it pertained to Parks. Participated in the community open house.  Reviewed and supported new location for adjustment for Iron Horse Park  Discussed neighborhood concerns of community garden at English Ranch Park  Reviewed plans for the SE Community Park, and provided feedback.  Presentation on potential Biking and Fitness park  Discussed Smoking Ban Ordinance in Parks, Trails and Events  Discussed Jefferson Street Park conversion to parking lot  Discussed possible renovation of Lilac Park north of the Gardens on Spring Creek  Trails  Woodward site development plans and impact on Poudre River Trial spur  Vine Outfall Stormwater project detour  Mulberry Bridge replacement project detour and impact on Poudre River Trail  Trail Master Plan approval  Update on CDOT support of Trail Overpass of I-25  Funding update for trail connections  Recreation  Reviewed SE Recreation/Cultural/Innovation center plans. Subsequently discussed with our Council liaison.  Reviewed & Supported Recreation Operational Plan  Reviewed & Support Senior Center Expansion/Renovation and Reopening  Reviewed Youth Activity Center closing during mall construction and redesign of new Foothills Activity Center  Updated on partnership with Columbine Health and the new programs/classes  Other Projects/Programs  Board appointed liaisons to the Bicycle Advisory Board  Citizen Survey Results  Natural Area Activities – Soapstone Prairie, release of black-footed Ferrets, symposium on Lindenmeier  Supported the Lincoln Corridor Plan  Presentation on West Center Area Plan  Bicycle Master Plan update  Presentation on Landscape Median Standards  Discussed the West Nile Virus Team recommendations
