A regular meeting of the Liquor Licensing Authority was held April 3, 2014 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Judge Lane approved the minutes March 6, 2014
Registration of James Martin as
Manager of Sanford's Grub and Pub,
1526 Oakridge Drive, Approved
James Martin, manager applicant, stated he has been in the restaurant business for 20+ years. He stated
he is being relocated to this location and that thereis approximately 20 employees front of the house that
will be required to be TIP's trained. Mr. Martin stated all patrons ordering an alcoholic beverage is
required to present a valid identification. He stated employees are not allowed to consume alcohol on
the premises even when they are off their sluff Mr. Martin stated any employee found in violation of the
liquor code will be immediately terminated.
Judge Lane approved the registration of James Martin as manager of Sanford's Grub and Pub, 152E
Oakridge Drive.
Registration of Steven Floyd Tressler as
Manager of Blue Agave Grill,
201 South College Avenue, Approved
Steven Floyd Tressler, manager applicant, stated he has been in Colorado for 1 1 /2 years and that he is
a certified ServSave trainer. He stated any employee involved in the sale and service of alcohol will be
required to complete ServSafe training within 30 days of hue. In response to a question from the
Authority, Mr. 'Pressler stated he will be on premise open to close for the first few months. He stated
patrons that appear to be under the age of 35 will be required to produce a valid id. Mr. Tressler stated
that after a patron is served their second drink, a manager must stop by the table to assess the situation.
He stated any employee found in violation of the liquor code is immediately terminated.
Judge Lane approved the registration of Steven Floyd Tressler as manager of Blue Agave Grill, 201 South
College Avenue.

Transfer of Ownership of Mulligan's Pub & Sports Club,
2439 South College Avenue, from Tom & Mike's Pub, LLC, to
Sugar Mama's Pints, LLC, Approved
Derek Frodly, representative for Sugar Mama's Pints, LLC, stated he will require all employees to
complete TIP's training. He stated he has been in the restaurant business for 11 years. Mr. Frodl stated
the diagram shows the bar removed with the stage set up. He stated lie has approximately 25 employees
and has 3 assistant managers. Mr. Frodl stated any patron that appears to be under the age of 40 will be
required to produce a valid id. He stated any employee found in violation of the liquor code will be
immediately terminated.
Judge Lane approved the transfer of ownership of Mulligan's Pub & Sports Club, 2439 South College
Avenue, from Tom & Mike's Pub, LLC to Sugar Mama's Pints, LLC.
Hearing on a Change of Location Application from
Croissants de France, Inc., dba
La Creperie of Fort Collins to move a beer and wine license from
163 West Mountain Avenue to 2722 South College Avenue, Approved
Carole and Claude Lucas, representatives for Croissants de France, LLC, were sworn. Ms. Lucas stated
this new location will provide much more space. She stated they have approximately 20 employees at this
new location. Ms. Lucas stated they will not be opening until the end of April. She stated there are only
4 servers that will be involved in the sale and service of alcohol and that they have all been TIP's trained.
Mr. Lucas stated they will be open at 7:00 a.m. and close the restaurant at 2:30 p.m. and that the bakery
will be open until 6:00 p.m. He stated the alcohol is under lock and key and that only the owners have
the key. Ms. Lucas stated the patio will be monitored by staff. She stated that alcohol sales are less than
10% of their total sales.
Ms. Lucas stated that this application was well received by the neighborhood.
Judge Lane adopted Resolution 2017 - 12 approving the change of location application from Croissants
de France, LLC, dba La Creperic of Fort Collins to move a beer and wine license from 163 West
Mountain to 2722 South College Avenue.
Hearing on a New Application from
Neighborhood Liquors, LLC, for a retail liquor store license at
4631 South Mason Street, Suite B2, Approved
Abbie and Karen Lowe, were sworn. Abbie Lowe stated she has been in the service industry for over 10
years. She stated they have both have completed TIP's training. Ms. Lowe stated they will id everyone
and will have a id scanner as part their point of sale system. She stated any employee will be required to
complete TIP's training before they are able to work. Ms. Lowe stated any employee found in violation
of the liquor code will be immediately terminated.

Ms. Lowe stated she circulated the petition and that she received numerous positive comments.
Judge Lane adopted Resolution 2014-10 approving retail liquor store license at 4631 South Mason Street,
Suite B2.
Hearing on a New Application from Rise! a breakfast place, LLC,
for a hotel -restaurant liquor license at Rise! a breakfast Place,
2601 South Lemay Avenue, #31, Approved
Dave and Gay Daggett, representatives for Rise!, a breakfast place, LLC, were sworn. In response to
questions from the Authority, Mr. Daggett detailed the restaurant. He stated this will be a full service
restaurant. Mr. Daggett stated the south entrance will lead onto their patio, which will hold approximately
24 seats. He stated they anticipate having 6-7 employees that will be involved with the sale and service
of alcohol. Mr. Daggett stated they will attend TIP's training with their employees. He stated they will
have a current copy of the Liquor Code on premise. Mr. Daggett stated they intend to be on premise
from open to close in the first few months, then consider bringing on an assistant manager.
Mr. Wyatt, representative for Aggie Agency, described the petitioning process and that this petition was
very well received.
Judge Lane adopted Resolution 2014 - 09 approving the hotel -restaurant liquor license application from
Rise! a breakfast place, LLC, dba Rise! a breakfast place at 2601 South Lemay Avenue.
