Called to Order: 12:30 pm
1. Introductions: Guests, Board Members and City Liaisons introduced themselves.
2. Approval of Minutes from November: Hueber moved to approve. Devereaux
seconded.
3. Open Discussion General Public: None.
4. New Business:
a) Election of Officers
Chair person: Coon nominated Devereaux. Luna seconded. 9-0.
Vice chair: Miller nominated Coon. Hueber seconded. 8-0, 1 abstention.
Secretary: Coon nominated Arndt. Luna seconded. 9-0.
Historian: Arndt nominated Hueber. Miller seconded. 9-0.
b) Video/Presentation Honoring Terry Schlicting for Service: Christine
Macrina presented a video hardcopy to Schlicting. Coon awarded him with a
plaque. Link will be available online soon.
c) Annual Report: Corrections, add Rosanne’s last name. And, there might be
some more buildings that have been looped. There are a few typos. Coon will
correct and send the final draft to the Commission.
d) Chief Hutto wanted to present information on body-worn cameras. These
increase accountability and can be useful in court. Their goal is to have every
patrol officer in Fort Collins wearing one. Twenty of these are now deployed.
Police operate under strict rules for release of videos.
Chief Hutto wants to expand cultural diversity training for new officers. The
COD could act as a resource for this training.
e) Transit Design Standards and Guidelines—Emma Belmont, Transit
Planner, City FC—Tabled until February.
f) Colorado Person First Festival (Formerly Disability Pride Fest) 2014
Plans—David King, Disabled Resources Service (DRS). Marr was Marshall for
the first year’s Pride Fest. King has developed a steering committee. DRS is
still the lead agency and will provide fiscal infrastructure. Their goal is to
bring awareness to people with disabilities in our community. The steering
committee wants to involve all related/concerned groups in executing the
event. This will be a regional effort and event. Date is September 13, 2014
from 10:00-2:00 pm.
Will the Commission sponsor this event? Suggestion: Devereaux could send
an email to Steve Roy, our City attorney for feedback and recommendations.
Will we allow the steering committee to use COD meeting room for their next
meeting during our sub-committee meeting time? The City spaces aren’t
available for non-profit meetings. McDonnell suggested one of the fire
departments or the library that have meeting rooms. There will be the
meeting. King will find a spot for the steering meeting.
Who should be included in this effort? The COD could send to King with
suggestions. King could email McDonnell with his request and McDonnell
could distribute to COD.
Projected cost: 3K-4K. This is the challenge. King is asking for about 30% of
total cost from the City, via COD.
g) City Council Ethics Review Board-Proposed Changes
New process would be that all complaints would first go a review board
before it goes to Council. The review board would consist of professional
City staff. Arndt expressed concern that the complaints somehow were made
accessible to the public.
h) Boards and Commissions Community Conversation: Availability of survey
to express top three priorities for the City within the next five years. As a
COD, we could do our comments as a group. Input is desired quickly and was
sent to Ana Arias, City of Fort Collins Economic Development.
1. Affordable/accessible housing with a central clearing house for housing
seekers with disabilities.
2. Transportation—expanding service area and time for Transfort and Dial-
A-Ride, including Sundays.
3. Employment opportunities for people with disabilities.
5. Old Business
a) Mayor’s Awards Video –Link to COD web page is now on the COD website.
b) Arndt gave an update of Social Sustainability Open House. It is important
to always have a voice for disabilities at all City meetings to remind people
about the community of people with disabilities. There will a meeting on
Monday, February 24 at 6:00 pm Lincoln Center to discuss this. Arndt
expressed strong concern about the time for the meeting leaves out a
number of people on the COD.
c) Affordable/Accessible Housing Update—tabled until next meeting for
details.
d) Coon, rail extended on main staircase at the Northern Hotel.
e) Hearing Loops Update—Cozzens (tabled until next meeting)
