HomeMy WebLinkAbout2014 - Affordable Housing Board - Work PlanCity of Fort Collins AFFORDABLE HOUSING BOARD 2014 Work Plan Affordable housing is a critical component of the economic health, sustainability, and vitality of the city of Fort Collins. The Affordable Housing Strategic Plan 2010-2014 sets and prioritizes the following goals:  Increase the inventory of affordable rental housing units  Preserve existing affordable housing units  Increase housing and facilities for people with special needs  Provide financial assistance for first-time homebuyers The Affordable Housing Board will focus its efforts on providing education and advocacy for affordable housing goals to the Fort Collins City Council by: 1) Advocating for the need for affordable housing in our community, specifically, engaging with City Council through written and oral communication and attending other public meetings to stress the important relationship between economic, environmental, and social vitality, using triple bottom line values as applied to affordable housing. 2) Inviting ALL city council members to attend any AHB meeting during the year to educate about and explain affordable housing issues and the spectrum of housing needs. Also, having a detailed discussion with the Board’s Council liaison at least twice a year. 3) Identifying and advocating for how current and future funding meet the needs identified by existing and upcoming City policies. 4) Reviewing all proposed policy, regulations, and other issues (e.g., impact fees) and providing input to the City Council on the impact of these issues on affordable housing. 5) Investigating the potential for more permanent funding sources for the City’s Affordable Housing Fund to provide financial resources to affordable housing programs and projects. 6) Continuing to work with staff to review and evaluate the effectiveness of the City’s current incentives to developers to produce affordable housing units and recommend modifications, or new incentives, or building code revisions to the City Council. 7) Review and comment on the Social Sustainability Departments Gap Analysis project. 8) Participate in the community’s efforts to end homelessness. 9) Review and comment on next 5 year Affordable Housing Strategic Plan. 10) Review and comment on the proposed Inclusionary Housing study. The Affordable Housing Board will continue its ongoing work in the following areas: - Recognizing the interdependence of affordable housing and a multitude of other areas, board members will maintain liaison positions to other groups, including: o – Planning and Zoning Board - Curt o – Board of Realtors - Tatiana o – Economic Advisory Board - Terrance o – Transportation Board –Tatiana o – Human Relations Commission -Troy - Continue to play a critical role in the Competitive Review process by reviewing all affordable housing proposals and forwarding priority rankings to the Community Development Block Grant (CDBG) Commission and the City Council. - Review the Fort Collins Housing Authority’s Monthly Activity Reports.
