A regular meeting of the Liquor Licensing Authority was held on April 15, 2013 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Registration of Nate Barnhart as Manager of Old Chicago,
147 South College Avenue, Approved
Nate Barnhart, manager registration, stated he has been with Old Chicago's for several years. He stated
he is required to attend training with respect to the sale and service of alcohol. Mr. Barnhart stated he
has had experience working with intoxicated patrons and that his employees contact management if
there are issues. He stated any employee found in violation of the liquor code is immediately
terminated. Mr. Barnhart stated he has a current copy of the liquor code on premise.
Judge Lane approved Nate Barnhart as manager of Old Chicago, 147 South College Avenue.
Request from Front Range Restaurant Association,
dba Moot House Restaurant to Change, Alter, or Modify the
Licensed Premises at 2626 South College Avenue, Approved
Steve Taylor, representative for Front Range Restaurant Association, stated they are remodeling the
Moot House. He stated they have posted the sign and have received positive comtnents in support of
these changes. Mr. Taylor stated they did not petition the neighborhood. He stated they will be adding
a patio area at the front of the restaurant that had been licensed in the past.
Judge Lane approved the request from Front Range Restaurant Association, dba Moot House
Restaurant to change, alter, or modify the licensed premises at 2626 South College Avenue.

Request from Amess, Inc., dba Silver Grill Cafe
to Change, Alter, or Modify the Licensed Premises
at 218 Walnut Street, Approved
John Arnolfo, representative forArness, Inc., stated he petitioned the immediate neighbors and received
support for this modification of premise. In response to a question from the Authority, Mr. Arnolfo
stated they are expanding their patio, nearly doubling the size. He stated the expanded patio will be
surrounded by the same fencing that is currently there.
Judge Lanc approved the request from Arness, Inc., dba Silver Grill Cafe to change, alter, or modify the
licensed pretrses at 218 Walnut Street.
Transfer of Ownership of McCoy's Morning Glory Restaurant,
1003 West Horsetooth Road from McCoy's Morning Glory, Inc., to
Lone Tree Restaurants II, LLC and Trade Name Change to
Bacco Mediterranean Restaurant, Approved
Leslie Young, representative for Long Tree Restaurants II, LLC, stated they will only be making
superficial changes to the premises. She stated they have operated a restaurant in Boulder for several
years. Ms. Young stated that every employee will be required to be TIP's trained. She stated they will
primarily be a restaurant and do not intend to be open late at night. Ms. Young stated they will have
16 employees with 1 assistant manager. She stated they have a current copy of the liquor code and that
any employee found in violation of the liquor code will be immediately terminated.
Judge Lane approved the transfer of ownership of McCoy's Morning Glory Restaurant, 1003 West
Horsetooth Road from McCoy's Morning Glory, Inc., to Lone Tree Restaurants II, LLC and Trade
Name Change to Bacco Mediterranean Restaurant.
Hearing on a New Application from
Summit Hard Cider and Perry Company, LLC,
for a Vintner's Restaurant License at Scrumpy's,
215 North College Avenue, Approved
Jennifer Sciwald, representative for Summit Hard Cider and Perry Company, LLC, was sworn. Ms.
Seiwald stated Scrumpy's will primarily be a restaurant and that hard cider and perry will be a
compliment to the food. She stated all employees will be required to be TIP's trained. Ms. Sciwald
stated that she will provide the City with a copy of the encroachment permit. She stated employees will
be required to card any patron ordering alcohol that appears to be under the age of 35 will be carded.
Ms. Seiwald stated anyone found in violation of the liquor code will be immediately terminated. She
stated they have a current copy of the liquor code on premise.
In response to a question from the Authority, Ms. Sciwald, stated the petitions indicate strong support
for this application. She stated respondents were interested in a different concept other than the regular
offerings.
Judge Lane adopted Resolution 2013-15 approving an application from Summit Hard Cider and Perry
Company, LLC, for a vintners restaurant license at Scrumpy's, 215 North College Avenue, Unit A.

Hearing on a New Application from Fat Shack Fort Collins, LLC, dba
Fat Shack for a hotel -restaurant liquor license at
706 South College Avenue, Suite 102, Approved
Tom Armenti, representative for Fat Shack Fort Collins, LLC, was sworn. He stated he has nearly
completed the TIP's training. Mr. Armenti stated he anticipates that food sales will remain 75% of total
sales. He stated he will stop serving alcohol at midnight and have his employees remove the alcohol
at that time. Mr. Armend stated he will remain open late hours to serve food, but not alcohol. He
Armenti stated he will not have a patio. Mr. Armenti stated he has approximately 20 employees. He
stated any person that will be handling the alcohol will be required to be TIP's certified. Mr. Armenti
stated he will require all employees to card patrons that appear to be under the age of 35. He stated
anyone found in violation of the liquor code is immediately terminated.
Mr. Armenti briefly described the petitioning process. He stated the application was well received and
that they were familiar with this establishment.
Judge Lane adopted Resolution 2013-13 approving an application from Fat Shack Fort Collins, LLC,
dba Fat Shack for approving a hotel -restaurant liquor license at 706 South College Avenue, Suite 102.
Hearing on a new application from Running Sun, LLC, dba
Amici Pizzeria for a beer and wine license at
1717 South College Avenue, Approved
Justin Betz, representative for Running Son, LLC, was sworn. He stated his partner has been in the
restaurant business for many years and that he will make sure everyone is TIP's trained. Mr. Betz stated
they are currently open and that they have only made cosmetic changes to the premises. He stated he
is waiting for landlord approval to open the patio. Mr. Betz stated he anticipates that their food sales
will be approximately 95% of total sales. He stated the}' are primarily a restaurant and will not be open
late into the evening. Mr. Betz stated the cashier will be able to monitor the patio from inside the
restaurant. He stated he will require employees to card patrons that appear to be under the age of 50.
Mr. Betz stated any employee found in violation of the liquor code will be immediately terminated.
Mr. Betz stated they had strong support for this application and that their patrons have requested it as
well.
Judge Lane adopted Resolution 2013-14 approving application from Running Son, LLC dba Amici
Pizzeria, for a beer and wine license at 1717 South College Avenue.
