Land Conservation and Stewardship Board

The Land Conservation and Stewardship Board (LCSB) are pleased to present its 2013 Annual Report to
the Mayor and City Council. During 2013, the LCSB worked diligently to fulfill its responsibilities as
advisors to City Council on issues related to the Natural Areas Program (NAP).
The LCSB recommended that Council/City Manager approve the following items: Xcel Gas Line
Easements; Fort Collins Sign Alignment at Fossil Creek Reservoir Regional Open Space; Rigden Pit
Drainage Easement across Archery Range Natural Area; Hickory Commons Drainage Easement across
Salyer Natural Area; Woodward Drainage Easements across Udall Natural Area; Fort Collins Power Line
Alignment across Archery Range NA; PRPA Power Line Easement across Springer NA; Dry Land Farm
Leases; Access Easement/Paragon Point HOA across Fossil Creek Wetlands; Appropriations of
Unanticipated Revenues; Easements on McMurry Natural Area and North Shields Ponds Natural Area to
Larimer County for the widening of North Shields Street; Trails Master Plan; Amendment to Easement
Policy; and Bobcat Ridge Historic Grant.
The LCSB elected officers in March.
Staff provided regular updates on land conservation projects and requested input on numerous potential
land conservation projects. LCSB also provided input on land conservation priorities and long range
strategies.
The LCSB received presentations, discussed the issues, and provided staff input on the following
subjects: Paved Trail Study & Master Plan; Paved Trail Construction Schedule; Changes to City
Municipal Code/Animal Control Ordinances; New Office Design; Prairie Dog Management; Our Lands
Our Future Study; Budget Appropriations; Nature Tracker Volunteer Coordination and Program
Registration Software; Historic Flume; River Restoration Plans; Making Art Work for your Natural Area;
Woodward Restoration Plans; Core Downtown River Planning Project;
Flood Issues; State of Soapstone; and Visions for Natural Areas Future.
Kathryn Grimes served as our Bicycle Advisory Committee Representative; she provided periodic
reports.
In November the LCSB took part in a joint Open Space Meeting with the Larimer County Open Lands
Board, the City of Loveland Natural Areas Board, and representatives from several other cities in Larimer
County. The primary purposes of the meeting was to hear a report and provide input on the need to extend
the County Open Space Sales Tax; hear about the final results of the regional Our Lands Our Future
study and to allow the board members in attendance a chance to network, collaborate, and share
information. .
As in the past, the LCSB looks forward to serving the citizens and City Council in the year 2014. Thank
