HomeMy WebLinkAbout2014 - Parking Advisory Board - Annual Report2014 Annual Report CITY OF FORT COLLINS Parking Advisory Board The Parking Advisory Board is pleased to present its 2014 Annual Report to the Mayor and City Council. The Mission of the Parking Advisory Board is to help enhance the implementation of the City’s parking policies and plans by providing a forum for public discussion and input regarding parking issues; to educate the public about the use and benefits of public parking resources; to support and advocate for various parking initiatives and programs; and to make recommendations to City Council regarding major parking decisions. The Parking Advisory Board met 10 of 12 scheduled monthly meetings during 2014. One meeting was cancelled and one was held as an informal meeting due to lack of a quorum. The following topics were addressed: • Capital Projects Tax Renewal Process, Ginny Sawyer, Policy & Project Manager • Residential Parking Permit Program, Jamie Moyer, Publicity Marketing Technician • Funding Sources for New Parking Infrastructure, Mike Beckstead, Chief Financial Officer • Transfort Proposed Route Changes, Jerediah Burianek, Service Planner • Overview of MAX Parking, Kurt Ravenschlag, Transfort/Dial-a-Ride General Manager • Parking Minimums in the TOD, Seth Lorson, City Planner • Proposed River District Code Revisions, Clark Mapes, City Planner • Overview of Parking at CSU, Dave Bradford, Director of Parking & Transportation, CSU • West Central Area Plan, Ted Shepard, Amy Lewin and Rebecca Everette, Planning • Parking Budget Discussion, Randy Hensley, Parking Services Manager • Remington Greenway, Aaron Iverson, Senior Transportation Planner • Parking Funding Mechanisms Follow-up Discussion, Mike Beckstead, Chief Financial Officer • Downtown Plan Coordination, Cameron Gloss, Planning Manager • Panel Discussion on Trends in Land Use and Real Estate by Local Developers • Panel Discussion on Employee Parking in Downtown by Downtown Employers The board had a joint meeting with the Planning and Zoning Board to discuss parking minimums in the TOD. This joint meeting was very productive for our new board and following that meeting, the Parking Advisory Board recommended that Council/City Manager approve the following items: • Staff recommendations on Parking Minimums in the TOD. This recommendation included the possibility of paid on-street parking in the TOD. • Staff recommendations on TOD Land Use Code Revisions In November the Parking Advisory Board adopted their 2015 Work Plan after several months of ongoing discussion. The board decided on two major areas of focus: 1. Develop detailed recommendations regarding the implementation of an on-street pay parking program in downtown Fort Collins. 2. Evaluate early results from the neighborhood permit parking program and report these results to the City Council and the community. The Parking Advisory Board would like to thank and acknowledge City and CSU staff for their excellent presentations. The Parking Advisory Board looks for to serving the citizens and City Council in 2015.
