A regular meeting of the Liquor Licensing Authority was held December 17, 2014 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from December 4, 2014.
Show Cause Hearing for Jay's Bistro Ft. Collins, LLC,
dba Jay's Bistro, 135 West Oak Street. Postponed to January 21, 2015
Judge Lane postponed Jay's Bistro Ft. Collins, LLC, dba Jay's Bistro, 135 West Oak Street to January 21,
2015 to allow Assistant City Attorney Scurlock and the attorney for Jay's Bistro Ft. Collins, LLC to
discuss a possible disposition.
Hearing on a Change of Location Application from
Thirsty's Liquor, Inc., dba Thirsty's Liquor
to move a retail liquor store license
from 460 South College Avenue to 1007-1006 South Lemay Avenue. Approved
Cindy Young, representative for Thirsty's Liquor, Inc., was sworn. In response to a question from the
Authority, Ms. Young stated this new location is similar in size to her previous location. Ms. Young
stated she will keep the same hours except for Sunday; which will be from 10:00 a.m. to 10:00 p.m.
Mr. Jenke, petitioner, was sworn. He briefly described the petitioning process. Mr. Jenke stated overall
the residences and business' petitioned were supportive of this change of location application.
Steve Wiggins, representative for Lemay Liquors, Inc., was sworn. He stated the neighborhood numbers
show that the neighborhood already have the needs and desires met.
Judge Lane adopted Resolution 2014-027 approving a change of location application from Thirsty's
Liquor, Inc., dba Thirsty's Liquor to move a retail liquor store license from 460 South College Avenue
to 1006 - 1007 South Lemay Avenue.

Hearing on a New Application from McClellan's Brewing Company, LLC
for a Brew Pub License at McClellan's Brewing Company,
1035 South Taft Hill Road, Approved
Joshua Landi and Joseph McClellan, representatives for McClellan's Brewing Company, LLC, were
sworn Mr. Landi stated they are hoping to open by March 2015. He stated the mezzanine will not be
open to the public and will likely be sued for storage only. Mr. Landi stated they will hue a brewer and
that they will hue approximately 6 part-time employees. He stated that any employee found in violation
of the liquor code will be immediately terminated. Mr. McClellan stated they will add outdoor dining that
it is part of their leased premises. He stated they will have staff assigned to the patio. Mr. McClellan
stated he will be primarily on premise. He stated they anticipate food sales to be approximately 60% of
their gross sales. Mr. McClellan stated he will be responsible for training all employees in the sale and
service of alcohol.
Ellyn Just, representative for Aggie Agency, LLC, was sworn. She briefly described the petitioning
process. Ms. Just stated that this application was well received by the neighborhood.
Judge Lane adopted Resolution 2014-025 approving a new application from McClellan's Brewing
Company, LLC, for a brew pub license at McClellan's Brewing Company, 1035 South Taft Hill Road.
Hearing on a New Application from Dungeons & Drafts, Inc.,
for a Tavern Liquor License at Dungeons & Drafts,
1624 South Lemay Avenue, Unit 6. Approved
Melissa Garza and Manuel Garza, representatives for Dungeons & Drafts, Inc., were Sworn. Ms. Garza
briefly described the type of establishment this will be. She stated they anticipate that approximately 40%
of their gross sales will come from the sale of food. Ms. Garza stated that they will be a family friendly
restaurant with board games and a full bar. She stated the patio is included with their lease and that it will
be enclosed with a wrought iron fence. Ms. Garza stated seh will have staff assigned to monitoring the
patio. She stated she and her husband will be TIP's certified and intend to be on -site everyday. Ms. Garza
stated they will card any patron ordering an alcoholic beverage. She stated they managers they have hued
have many years of experience in the sale and service of alcohol. Ms. Garza stated any employee found
in violation of the liquor code will be immediately terminated.
Ellyn Just, representative for Aggie Agency, LLC, was swom. She briefly described the petitioning
process and that she received several comments favorable to this application.
Judge Lane adopted Resolution 2014 - 026 approving a new application from Dungeons & Drafts, Inc.,
for a tavern liquor license at Dungeons & Drafts, 1624 South Lemay Avenue, Unit 6.
