A regular meeting of the Liquor Licensing Authority was held January 21, 2015 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from December 17, 2014.
Show Cause Hearing for Jay's Bistro Ft. Collins, LLC,
Edward Chapin, attorney representing, Jay's Bistro Ft. Collins, LLC, introduced Norman Valentine. He
stated Joseph Cohen and his attorney, Andrew Atkins, will be joining them by telephone. In response
to a question from the Authority, Mr. Cohen (via telephone) stated he completed the application under
the advisement of his attorney of his attorney. Mr. Atkins, attorney representing Mr. Cohen, clarified the
final disposition for charges that appeared on Mr. Cohen's criminal history.
Assistant City Attorney Scurlock stated she has withdrawn her motion to revoke or suspend the hotel -
restaurant liquor license of Jay's Bistro Ft. Collins, LLC, dba Jay's Bistro, 135 West Oak Street.
Registration of Daniel Kevin Carpenter as
Manager of Rare Italian,
101 South College Avenue, Approved
Daniel Carpenter, manager applicant, briefly reviewed his background. He stated he is currently on
premise approximately 70 hours per week. Mr. Carpenter stated if any employee is found in violation of
the liquor code is immediately terminated. He stated any patron ordering an alcoholic beverage is
required to provide valid identification. Mr. Carpenter stated he has a current copy of the liquor code on
premise. He stated he reviews the importance of proper carding and monitoring the intoxication levels
of patrons.
Judge Lane approved the registration of Daniel Kevin Carpenter as manager of Rare Italian, 101 South
College Avenue.

Registration of David Ferguson as
Manager of Red Robin's Burger Works,
120 West Stuart Street, Approved
David Ferguson, manager applicant, stated either he or an assistant manager is on premise. Mr. Ferguson
stated all their employees are required to attend training offered by the Liquor Enforcement Officer. He
stated any employee found in violation of the liquor code is terminated. Mr. Ferguson stated he has a
current copy of the liquor code on premise.
Judge Lane approved the registration of David Ferguson as manager of Red Robin's Burger Works, 120
West Stuart Street.
Registration of Angela Theresa Birchak as
Manager of The Lodge Sasquatch Kitchen,
151 North College Avenue. Approved
Angela Birchak, manager applicant, stated he has been with this restaurant group for 10 years ago and
recently relocated to Colorado from Arizona. She stated she will be attending more TIP's training. Ms.
Birchak stated she has approximately 35 employees and that she is on premise 65 hours a week. She
stated either she or one of her assistant managers is on premise at all times. Ms. Birchak stated employees
must card any patron ordering an alcoholic beverage appearing to be under the age of 40 must provide
current identification.
Judge Lane approved the registration of Angela Theresa Birchak as manager of The Lodge Sasquatch
Kitchen,.151 North College Avenue.
Transfer of Ownership of Herradura, from Lemon Tree, Inc., to
Our Family Bar, LLC, 6520 South College Avenue and
Trade Name Change to Nyx & Nox. Approved
Mary and Robin Robinson, representatives for Our Family Bar, LLC, stated they are changing the type
of business to appeal to 30, 40, and 50 year old customers. She stated that they are only making cosmetic
changes to the establishment; no structural changes. Ms. Robinson stated they have experience with
managing large venues. She stated they will be involved with the day to day operations. Mr. Robinson
stated they have a current copy of the liquor code on premise. Ms. Robinson stated patrons ordering an
alcoholic beverage who appears to be under the age of 40 must provide valid identification.
Transfer of Ownership of Bacco Ristorante & Pizzeria, from
Lone Tree Restaurants II, LLC, to Cosmonoms, LLC,
1003 West Horsetooth Road, Suite 101 and 102 and
Trade Name Change to Cosmonoms. Approved
John Richard, representative for Cosmonoms, LLC, stated he grew up in the restaurant business. He

stated they require all patrons that order an alcoholic beverage is requited to provide a valid
identification. Mr. Richard stated any employee found in violation of the liquor code will be immediately
termianted. He stated he has a current copy of the liquor code on premise. Mr. Richard stated he will
require all employees to attend TIP's training.
Judge Lane approved the transfer of ownership of Bacco Ristorante & Pizzeria, from Lone Tree
Restaurants II, LLC to Cosmonoms, LLC, 1003 West Horsetooth Road, Suite 101 and 102 and Trade
Name Change to Cosmonoms.
Transfer of Ownership of Suehiro Japanese Restaurant,
223 Linden Street, Suite 102, from Suehiro of Fort Collins, Inc., to
DIB one. LLC and Trade Name Change to Suehiro Old Town, Approved
and
Registration of Enrique Socarral as
Manager of Suehiro Old Town,
230 Linden Street, Suite 102. Approved
Christopher Reilly, Justin Crowley, and Dimitrios Katopodis, representatives for DIB one, LLC, stated
that only the ownership has changed. Enrique Socarral, manager applicant, stated the premises and the
menu has stayed the same. Mr. Socarral stated they have retained approximately 80% of the staff. He
stated all staff will attend alcohol training and that all any employee found in violation of the liquor code
will be immediately terminated. Mr. Socarral stated they have a current copy of the liquor code on
premises. He stated any patron ordering an alcoholic beverage is required to provide valid identification.
Judge Lane approved the transfer of ownership of Suehito Japanese Restaurant, from Suehito of Fort
Collins, Inc., to DIB one, LLC and trade name change to Suehiro Old Town and registration of Enrique
Socarral as manager of Suehiro Old Town, 223 Linden Street, Suite 102.
