HomeMy WebLinkAboutCommunity Development Block Grant Commission - Minutes - 11/12/20151 COMMUNITY DEVELOPMENT BLOCK GRANT COMMISSION REGULAR MEETING MINUTES 321 Maple Street, Fort Collins November 12, 2015, 6:00pm COMMISSION MEMBERS PRESENT: Margaret Long (Chair) Holly Carroll (Vice-Chair) Anita Basham Stephanie Crookston Steve Backsen Taylor Dunn COMMISSION MEMBERS ABSENT: Catherine Costlow STAFF PRESENT: Sharon Thomas, Sue Beck-Ferkiss, Clay Frickey and Beth Rosen OTHERS PRESENT: None The meeting was called to order by Chair, Margaret Long at 6:02 pm with a quorum present. PUBLIC COMMENT: None APROVAL OF MINUTES: A motion to approve the August minutes was made by Taylor Dunn and seconded by Stephanie Crookston. Minutes were approved unanimously without discussion. AFFORDABLE HOUSING STRATEGIC PLAN DISCUSSION Sharon Thomas introduced Sue Beck-Ferkiss, Social Sustainability Specialist and Clay Frickey, City Planner to discuss the 2015-2019 Affordable Housing Strategic Plan (AHSP). Frickey, Beck- Ferkiss discussed the new plan and how it relates to funding decisions the Commission will make in future funding cycles of the Competitive Process. MEETING UPDATE WITH COUNCILMEMBER KRISTIN STEPHENS Steve Backsen and Holly Carroll met with Councilmember Kristin Stevens on October 7 to discuss the letter sent to Stevens by the CDBG Commission requesting increased funding for the Human Service Program. Stephens didn’t provide any clear indication about how the rest of Council felt about the request. A question was asked about sending CDBG Commission meeting minutes to Stevens; it was agreed that they will be sent to her in the future. AGENCY UPDATES Thomas provided an update about the intentions of SERVE 6.8 to terminate their ownership and management of the Sister Mary Alice Murphy Center (Murphy Center) as of December 5, 2015. SERVE 6.8 received a grant in FY2015 for $28,000 to pay partial salaries of 2.5 FTE Resource Specialists at the Murphy Center. It is still unknown if a qualified agency will take on 2 these positions. If no qualified agency hires the Resource Specialists the remaining funds after SERVE 6.8 is reimbursed for two months of operations will return to the General Fund. Thomas shared that The Matthews House and the Anthropology Department at CSU will be working together with a class in the fall of 2016 for a research project with children who are in foster homes or have been through the foster care program. STAFF REPORTS & PROGRAM UPDATES No additional updates were provided OTHER ADJOURNMENT Holly Carroll made a motioned to adjourn. Anita Basham seconded. The motion passed unanimously. The meeting was adjourned at 7:40 pm. The next meeting is Thursday, December 10 at 6pm at Anita Basham’s house at 1221 Green Street.
