Policy and Legislation: • Seasonal Overflow Shelters (Shepard/Beck-Ferkiss/Frickey) • APU Updates (Gloss/Shepard) Board Topics: • Proposed Grading, Sediment and Erosion Control (GESC) Permit (Zoccali) • Downtown Plan Update (Gloss) • Old Town Neighborhood Plan Update (Wray) Proposed Grading, Sediment, and Erosion Control Permit (GESC) Project Overview In 2003, the City received its first Municipal Separate Storm Sewer System (MS4) Permit and began implementation of the required Stormwater Management Program (SMP). This federally mandated program is administered by the Colorado Department of Public Health and Environment, Water Quality Control Division. The program includes the submission of plans related to Grading, Sediment and Erosion Control, Low Impact Development Best Management Practices and other infrastructure for review, approval and inspection before, during and upon completion of a development project. What is the goal of the Program? The goal of the program is to reduce the amount of pollutants entering streams, creeks, lakes and rivers as a result of rain water and snowmelt from residential, commercial and industrial areas. This includes a reduction of pollutants discharged in stormwater runoff from construction activities, post-construction site stormwater management, and preventing or minimizing impacts to stormwater from new developments or redevelopments by ensuring stormwater conveyance structures operate as designed. What is the purpose of the GESC Permit? The high rate of growth in Fort Collins is leading to numerous construction activities. The purpose of the GESC Permit is to support the construction and post-construction inspection program. The Regulatory and Government Affairs Division (RGA), coupled with Water Engineering and Field Services (Stormwater) and Community Development and Neighborhood Services (CDNS), is proposing the development and implementation of a process to review, approve, and issue a GESC Permit for development projects. Why are there fees associated with the Permit? Currently, the City of Fort Collins does not charge any fees to administer the Stormwater Management program, which includes a multitude of activities required to maintain substantive compliance with the Municipal Separate Storm Sewer System (MS4) Permit. The proposed GESC Permit will include associated fees to support plan review, site inspection activities, and project close out activities. The proposed GESC Permit and associated fees help to offset rate payer costs for various activities related to development projects, including periodic re-inspection of non-compliant sites. The program and associated fees will be based on acreage of disturbance.
