A regular meeting of the Liquor Licensing Authority was held March 5, 2015 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from February 5, 2015.
Request from Sugar Mama's Pints, LLC,
dba Mulligan's Pub & Sports Club to
Temporarily Change, Alter, or Modify the Licenced Premises at
2439 South College Avenue on March 17, 2015, Approved
Derek Frodl, representative for Sugar Mama's Pints, LLC, stated this temporary modification is in
anticipation of the St. Patrick's Day holiday. He stated he will have a tent in the west parking lot adjacent
to the building. Mr. Frodl stated he will have additional staff monitoring patrons throughout the building
and tent areas. He stated he will have a band playing in the tent and stated he will monitor noise levels.
Judge Lane approved the request from Sugar Mama's Pints, LLC, dba Mulligan's Pub & Sports Club to
temporarily change, alter or modify the licensed premises at 2439 South College Avenue on March 17,
2015.
Registration of Jose Alvarado as
Manager of Wahoo's Fish Taco,
2310 East Harmony Road. Approved
Jose Alvarado, manager applicant, stated he has worked for Wahoo's Fish Taco for 15 years. He stated
he has been at this location for 6 months and that he recently attended TIP's training. Mr. Alvarado
stated he supervises ten employees and that of those ten, five employees are allowed to sell.
Judge Lane approved a registration of Jose Alvarado as manager of Wahoo's Fish Taco, 2310 East
Harmony Road.

Registration of Heather Davis as
Manager of Chuck E. Cheese's,
105 West Prospect, Approved
Heather Davis, manager applicant, stated she has worked for this organization for 19 years. She stated
she was the registered manager for their location in Greeley and has completed the required training
which is specific to Colorado liquor laws. Ms. Davis stated she supervises 28 employees and that any
patron ordering an alcoholic beverage is required to provide a valid id. She stated all id's are swipped in
order to validate the authenticity of the id and the age. Ms. Davis stated she has never had a violation and
rarely has had to deal with intoxicated patrons. She noted that part of the training with Chuck E.
Cheese's is handling intoxicated patrons. Ms. Davis stated she will make sure the Liquor Code they have
on premise is current. In response to a question from the Authority, Ms. Davis stated she is on premise
50-70 hours per week.
Judge Lane approved the registration of Heather Davis as manager of Chuck E. Cheese's, 105 West
Prospect.
Registration of Andrew Bernstein as
Manager of The Mainline,125 South College Avenue, Approved
Andrew Bernstein, manager applicant, stated he has been the manager at this location since January 5,
2015. He stated he is required to complete TIPS training every three years. He stated he has 20 years of
experience in the alcohol service industry and that he is on premise a minimum of 50 hours per week.
Mr. Bernstein stated every patron ordering an alcoholic beverage is carded and if a vertical id is presented
that a manager is involved. He stated it is immediate termination if an employee violates the liquor code.
Mr. Bernstein stated he has a current copy of the liquor code on premise.
Judge Lane approved the registration of Andrew Bernstein as manager of The Mainline, 125 South
College Avenue.
Registration of Andrew Pollard as
Manager of Serious Texas Bar-B-Q,
1820 North College Avenue, Unit 180, Approved
Andrew Pollard, manager applicant, stated he has been at this location since it opened in 2012 and only
recently was promoted to be the registered manager. He stated the percentage of alcohol sold is very
small and that any employee found in violation of the liquor code will be immediately terminated. Mr.
Pollard stated he has a current copy of the liquor code on premise and that they use a scanner to verify
the authenticity of the id and confirm the age of the patron ordering alcohol.
Judge Lane approved the registration of Andrew Pollard as manager of Serious Texas Bar-B-Q, 1820
North College Avenue, Unit 180.

Transfer of Ownership of Taipan Restaurant,
144 North Mason Street, #8, from
East Thai II, Inc., to CX Holdings, Inc., and
Trade Name Change to Ramen Master, Approved
Xi Li, representative for CX Holdings, Inc., stated he will remain the registered manager until he hires
a replacement. He stated he will have them complete the manager registration application. Mr. Li stated
any patron ordering an alcoholic beverage must provide a valid id to be served. He stated only 4
employees (cashiers) will serve alcohol and will be required to be maintain their TIP's certification. Mr.
Li stated he has a current copy of the liquor code on premise.
Judge Lane approved the transfer of ownership of Taipan Restaurant,144 North Mason Street, #8, from
East Thai II, Inc., to CX Holdings, Inc., and trade name change to Ramen Master.
Transfer of Ownership of 7-Eleven Store 35506H,
3045 West Prospect Road, from 7-Eleven, Inc., to
Fastafriendly Enterprises, Inc., & 7-Eleven, Inc., and
Trade Name Change to 7-Eleven Store 35506A. Approved
Kevin Coates, attorney representing 7-Eleven, Inc., stated this is a jointly held license between
Fasmfriendly Enterprises Inc., and 7-Eleven, Inc. Jacqueline Schumacher, representative for
Fasmfriendly Enterprises, Inc. Ms. Schumacher stated they will be using 7 Eleven's Come of Age
Program to train all her employees. She stated this training program covers proper id checking,
identifying intoxicated patrons, and employees a secrete shopper service. Ms. Schumacher stated if an
employee violates the liquor code they are immediately terminated. She stated any patron purchasing beer
that appears to be under the age of 70 will be required to provide the cashier with a valid id. Ms.
Schumacher stated the manager at this location is very experienced and that their beer sales are less than
$30 a day. She stated there will be no changes to days and hours of operation.
Judge Lane approved the transfer of ownership of 7-Eleven Store 35506H, 3045 West Prospect Road,
from 7-Eleven, Inc., to Fasmfriendly Enterprises, Inc., & 7-Eleven, Inc., and trade name change to 7-
Eleven Store 35506A.
Hearing on a New Application from
O'Neill Education Services, LLC,
for a beer and wine license at
The Cooking Studio Fort Collins, 123 North College Avenue, Approved
Patricia O'Neill, representative for O'Neill Education Services, LLC, was sworn and stated she is opening
a recreational cooking school and that she will only be open when classes are being conducted. She stated
she will require students to provide a valid id if they wish to imbibe in class. Ms. O'Neill stated her chef
and kitchen assistant will be responsible for making sure alcoholic beverages are not passed off to
underage students. She stated each class will have a maximum enrollment of 20 people. In response to
a question from the Authority, Ms. O'Neill detailed the licensed premises and that alcohol will be stored

in the office. She stated she will not be maintaining a large inventory of alcohol and that service will only
occur at the table. Ms. O'Neill stated each student will be limited to two glasses of wine and that she and
her employees will be TIP's certified before she opens.
Tina Scott, representative for Oedipus, Inc., was swom. Ms. Scott detailed the petitioning process and
that since this is not a typical type of license and that the neighborhood was overwhelmingly in favor of
this application.
Judge Lane adopted Resolution 15-003 approving a beer and wine license application from O'Neill
Education Services, LLC, at The Cooking Studio Fort Collins, 123 North College Avenue.
Hearing on a New Application from
Quik-Way Retail Associates II, LTD.,
for a 3.2% beer - off premise license at Empire Fast Fuels,
3038 South College Avenue, Approved
Kelly Elefant, attorney representing, Quik-Way Retail Associates II, LTD., stated this store has been
open for awhile, however, has not held a 3.2% beer license. Robert Zipperstein, district manager for
Quik-Way Retail Associates II, Ltd., was swom and described how he they manage the stores and that
he will be responsible for training the store managers. He stated he is familiar the Colorado Liquor Code
and that all patrons purchasing beer will be required to provide the cashier with a valid id.
Tina Scott, representative for Oedipus, Inc., was swom. Ms. Scott detailed the petitioning process. She
stated the results indicates support for this application.
Judge Lane adopted Resolution 15-002 approving a new application from Quik-Way Retail Associations
II, Ltd., for a 3.2% beer - off premise license at Empire Fast Fuels, 3038 South College Avenue, Suite
130.
Hearing on a New Application from Slyce Pizza Co.,
for a beer and wine license at Slyce Pizza Co.,
163 West Mountain Avenue, Approved
Jeremy Tand, representative for Slyce Pizza Co., was sworn. He stated customer demand is driving this
request and that he will primarily serve local beer in bottles and some wine. Mr. Tand stated the cooler
locks at 11:00 p.m., emphasizing he does not want a bar, but will be open after bar hours to serve food
and no alcohol. He stated any patron ordering an alcoholic beverage will be required to produce a valid
id. Mr. Tand stated he will maintain a current liquor code on premise.
Mr. Tand briefly described the petitioning process, again noting that his customers have been requesting
he apply for this license. He stated he received many favorable responses in support of his application.
Judge Lane approved the new application from Slyce Pizza Co., for a beer and wine license at Slyce Pizza
Co., 163 West Mountain Avenue.
