Introductions 2. Approval of Minutes: January Minutes reviewed. Terry Schlicting moved to approve the minutes. Mike Devereaux seconded the motion and the minutes were approved as written. 3. Open Discussion: Downtown Plan Clark Mapes presented information on the City’s progress in updating/replacing the current downtown plan which has been in place since 1989. They have been collecting a great deal of public input and are now analyzing that feedback. A common concern is sidewalk right of way, clutter, and walkability. The commission discussed their experiences using Fort Collins’ sidewalks and provided Clark with some additional feedback. 4. New Business: Fort Collins Homeless Coalition: Proposed modification of Camping Ban. Representatives of FC Homeless Coalition came and shared their stories of homelessness, how the shelter system works, and the stresses experienced by our homeless community. A presentation on the Criminalization of Homelessness in Fort Collins was given. They also expressed concern about an upcoming vote on a proposed modification of the City’s camping ban. There is currently a shortage of shelter beds in the City and the new camping ban would allow people in the homeless community to be arrested and fined for sleeping in public. The coalition has developed an alternative plan which proposes that the camping ban not be enforced from 6pm – 8am. They requested COD support by the March 15, 2016 Council meeting when the vote will be held on the camping ban. West Elizabeth Enhanced Travel Corridor Plan Emma Belmont presented an update on the planning and preparation being done on the West Elizabeth Enhanced Travel Corridor Plan. A focus will be on increasing safety for all travelers and on increasing transit to the area, as well as biking and walking opportunities. In the long term, the plan will include providing MAX service on West Elizabeth and implementing strategies for traffic calming. Approaches might include enhancing and protecting bike lanes, introducing medians and roundabouts, and protected intersections at City Park. The commission discussed concerns about safety of roundabouts for citizens who are blind. 4. Old Business: Transportation Survey Marilee Boylan reported that 113 responses were received on the transportation survey. The COD 2016 Work Plan will be discussed and approved at the next meeting.
