2015 Annual Report
The following lists the major items the Affordable Housing Board (AHB) was involved with
during 2015:
1. Competitive Process for Allocating City Funds for Affordable Housing: The
AHB worked with the Community Development Block Grant (CDBG) Commission
in advising the City Council on the funding for affordable housing projects in the
spring cycle of the competitive process. The Board reviewed 6 applications in the
spring cycle and made recommendations to the CDGB Commission
2. Land Bank Program – The AHB advised staff, reviewed Economic Planning &
Systems Inc.’s Land Bank Disposition study and was kept appraised of all staff
recommendations related to this program,.
3. The Board sent memorandums or emails to City Council regarding the following
matters:
• Support for Income Qualified Electric Rates
• Approval of the Affordable Housing Program Underwriting Guidelines
• Supporting the assignment of the 2015 Private Activity Bond Allocation to
the FCHA
• Support for the HUD Consolidated Plan
• Support for Planning and Zoning modifications for the FCHA’s Village on
Redwood development project
4. Board Briefings:
• Social Sustainability Department Strategic Plan
• Recycling Ordinances
• Updates to Neighborhood Plans including the Old Town and Downtown
Neighborhood Plans
• The Capital Improvement ballot measure, a/k/a BOB II
• City Energy Plan
• Short Term Rentals
• Toured both the Sister Mary Alice Murphy Center for Hope and Redtail
Ponds permanent supportive housing development and held AHB meetings at
these locations
5. 2015-2019 Affordable Housing Strategic plan – The AHB acted in an advisory
capacity and several board members served on a sub-committee, which met every
week for most of 2015, together with representatives from the CDBG to assist staff in
drafting the next 5 year Affordable Housing Strategic Plan. The AHB helped to host
the Super Board and Commission meeting that reviewed the new affordable housing
strategies from the new plan. The Board also recommended the plan’s passage to
Council who did pass the Plan with a 7-0 vote.
6. 2015 Work Plan. The Board worked to complete their work plan for the year 2015.
