Board Late Arrivals: Board Members Duncan Eccleston arrived at 5:40 p.m., Brett Bovee at
5:44 p.m., and Brian Brown at 6:07 p.m.

Chairperson Malers called the meeting to order at 5:35 p.m.

Approval of November 19, 2015 Board Meeting Minutes
Two minor revisions were made: (1) In Staff Reports, under Monthly Water Resources Report,
change “prediction” to “projection.” (2) Insert missing word “River” in the heading for agenda
item “2015 Update from Coalition for the Poudre River Watershed (CPRW).”
Board Member Rebecca Hill moved to approve the minutes of the November 19 meeting.
Board Member Ortman seconded the motion.
Vote on the motion: It passed unanimously, 9-0, with two abstentions.*
*Board Members Lori Brunswig and Kent Bruxvoort abstained due to their absence at the
November meeting.

Monthly Water Resources Report
Water Resources Manager Donnie Dustin reported that supply is sufficient and consumption
slightly under projections for the year. Snowpack is roughly average and a little low at Joe
Wright Reservoir.
Low-Impact Development (LID) Policy Update

Stormwater Quality Engineer Basil Hamden and Water Utilities Engineering Manager Ken
Sampley presented a summary of the Low Impact Development (LID) Policy Update. LID is
green infrastructure that helps maintain historic flows and filter pollutants. The City plan calls
for a specific prescriptive approach that should be updated. The new recommendations come
from a data-driven approach that involved multiple pilot projects. The main benefits are more
efficient use of space, improved water quality, resiliency, improved groundwater recharge,
reduced energy demand, and enhanced property values and aesthetics.

Provide a more flexible performance measures instead of just technology restrictions
Respond to initial cost issues

Current Key Regulations
Minimum of 50% of new impervious surfaces must be LID-type device or technology
and 25% must be treated with pervious pavement
Or, new development must meet equal or better LID standard as judged by staff

Key Changes to Regulations

No less than 75% of new or redeveloped area impervious surfaces must be LID-type device
or technology
Or, No less than 50% of new or redeveloped area impervious surfaces must be LID-type
device or technology when permeable pavers are 25% of drivable land cover
City Council adoption is expected in January 2016 with continued outreach throughout the year.
Discussion Highlights
A board member suggested using “at least as much as” “instead of “no less than.”
A board member suggested making these codes more accessible.
A board member expressed concern that a small driveway using pavers will reduce the
LID requirements from 75% to 50% even though the pavers will do very little. This may
be a loophole for developers.
