Regular Meeting August 12, 2015 Minutes • CALL TO ORDER Chair Sladek called the meeting to order at 5:47 p.m. • ROLL CALL PRESENT: Dunn, Wallace, Gensmer, Ernest, Sladek ABSENT: Lingle & Hogestad (conflict of interest), Bzdek, Zink STAFF: McWilliams, Dorn, Shepard, Schiager • PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. • CONSENT AGENDA 1. CONSIDERATION AND APPROVAL OF THE MINUTES OF THE JULY 8, 2015 REGULAR MEETING. The purpose of this item is to approve the minutes from the July 8, 2015 regular meeting of the Landmark Preservation Commission. Landmark Preservation Commission Approved by the Commission at the September 9, 2015 Meeting City of Fort Collins Page 2 [Insert Meeting Date] Mr. Ernest moved that the Landmark Preservation Commission accept the Consent Agenda presented at the regular meeting of August 12, 2015 including all items, specifically the minutes for the July 8, 2015 regular meeting of the LPC. Ms. Gensmer seconded. Motion passed 5-0. [Timestamp: 5:50 p.m.] • DISCUSSION AGENDA 2. 808 WEST PROSPECT ROAD, DEVELOPMENT PROPOSAL REVIEW AND RECOMMENDATION TO DECISION MAKER PROJECT DESCRIPTION: The applicants are asking the Commission to review their plans for a multifamily project at 808 West Prospect Road. Located in the Medium Density Mixed-Use Neighborhood (MMN) Zone District, the project, as currently proposed, contains 59 units and 70 bedrooms in a three-story building. A multifamily project with 50 or more units is subject to Planning and Zoning Board (Type 2) review. APPLICANT: Ian Shuff, alm2s Architects; Craig Russell, Russell + Mills Studios Staff Report Ms. McWilliams presented the staff report. Applicant Presentation Mr. Shuff gave a presentation on behalf of the Applicant. Public Input None Commission Questions and Discussion A Member complimented the Applicant on incorporating feedback from the Commission and the neighborhood meeting into the design, particularly with regard to the roof lines. Another Member inquired about the ridge line height, which Mr. Shuff said was below 40 feet. A question was raised about the width of the siding, and Mr. Shuff stated that they would not want to go any wider than six inches. A Member inquired about the stucco material. The Applicant explained that it would not be an EIFS product, but rather a traditional stucco system with control joints about every 10 feet. A Member encouraged the Applicant to consider the visual impact of the lines in the stucco, and be thoughtful about their placement in relation to the other lines on the building. When asked about the buffer between the building and the eligible house to the east, the Applicant stated that he believed the rendering in the packet to be a reasonable representation of the space. A Member referred to Section 3.4.7 of the Land Use Code, specifically Standards B & F, stating that in his opinion the project meets the requirements to the maximum extent feasible. He also commented that the variations in the windows on the project seem to complement the asymmetrical window pattern on the eligible house at 730 West Prospect. There was a process question raised about the format for the motion. Ms. McWilliams explained the Commission’s options. Assistant City Attorney Brad Yatabe elaborated, saying while it would be sufficient to state that the project complies with the relevant section of the Land Use Code, specifying the reasons the Commission believes the project is in compliance would be most useful to the ultimate decision maker. City of Fort Collins Page 3 [Insert Meeting Date] Commission Deliberation Mr. Ernest moved that the Landmark Preservation Commission recommend to the Decision Maker, the Planning and Zoning Board, the approval of the Development Proposal for 808 West Prospect Road finding that it complies with Land Use Code 3.4.7. Ms. Gensmer seconded. The Commission supported the recommendation with the following Findings of Fact: • The new project is compatible with the historic character of the buildings to the east. • The east elevation of the new building is compatible in materials and design in relation to the historic buildings to the east. • The new building pays homage to the character of the historic buildings in materials, roof slopes and other architectural details. • There is an appropriate buffer and use of space between the new building and the old, as described in Section 3.4.7, F1. • The massing is appropriate in terms of scale, and is mitigated by the setbacks.
