CITY OF FORT COLLINS
ART IN PUBLIC PLACES BOARD
2015 WORK PLAN
20th ANNIVERSARY YEAR
Purpose:
The City recognizes that art is vitally important to the quality of life in the community.
Art in Public Places (APP) is intended to:
• Encourage and enhance artistic expression and appreciation.
• Add value to the Fort Collins community through acquiring, exhibiting, and maintaining public art.
Goals:
The principal goals of the Art in Public Places Program are to:
(1) Enrich the public environment for both residents and visitors through the visual arts.
(2) Increase public access to works of art.
(3) Promote understanding and awareness of the visual arts in the public environment.
(4) Promote a variety of artistic expression in the community.
(5) Contribute to the community’s civic pride in its cultural diversity.
The APP goals, projects, and Work Plan align with the City of Fort Collins seven key outcome areas:
Community and Neighborhood Livability
APP has many art projects that enhance the community and improve neighborhood livability.
• The APP program transforms utility cabinets that have been tagged with graffiti into works of art by local
artists, helping to create pedestrian friendly environments.
• Artist-painted pianos and youth-designed pedestrian pavers have become part of our everyday environments.
• APP collaborates with the Park Planning Department adding art into neighborhood and community parks to
engage the public.
2
Culture and Recreation
APP partners with city departments that place artwork throughout Fort Collins for the community to enjoy.
• APP is currently working with project teams on art projects, some examples are:
• Southeast Community Park.
• Cattail Chorus Natural Area
• Fort Collins Museum of Discovery
• APP provides self-guided tour maps for the transformer cabinet murals and pedestrian pavers, available on the
APP website, and at the Lincoln Center and Fort Collins Visitor’s Bureau.
Economic Health
APP art projects help to create a highly desirable quality of life that draws businesses and employees to Fort Collins
to further stimulate the economy.
• APP will continue partnering with: Bohemian Foundation, Colorado State University, Downtown Business
Association, Downtown Development Authority, Fort Collins Museum of Discovery, Poudre School District,
Poudre River Library District, Team Fort Collins, and Visit Fort Collins.
• APP appoints an artist to work with project teams at the beginning stages of a project to develop a collaborative,
integrated solution, which enhances the final project.
Environmental Health
Art promotes and enhances a sustainable environment.
• APP worked with Utilities to create vibrant artist-designed storm drain markers to draw attention to the message
of “Only Rain in the Drain.”
• APP will work with the Community Recycling Center to draw attention to and promote recycling through art.
High Performing Government
Through innovation, efficiency, and transparency the APP program effectively collaborates with the community and
other city departments.
• APP started the country’s first transformer cabinet program. It is now a model used across the country.
• The APP Board advises and recommends changes to rules, regulations, guidelines, policy, administrative, and
budgetary matters pertaining to the APP Program.
Safe Community
Art educates the community and creates safe environments.
• APP is currently working on:
• The Remington Greenway
• The Tavelli Elementary School multi-use path, a part of the Safe Routes to School Program
• Artwork can help identify crosswalks or bike lanes—highlighting safe barriers.
Transportation
The APP program completed successful projects with the Transportation Department.
• For the MAX Project an APP artist created the windscreens, benches, light poles, beacons, a historic marker at
the Prospect Station, and the sound art element.
• APP artists will continue working on transportation projects, including:
• North College
• Remington Greenway
• Timberline and Horsetooth, Timberline and Prospect, and Vine and Shields Intersections
• APP artists create the site-specific art that support the function and goals of the transportation corridors.
3
APP Board and Program in 2015:
• Develop collaborations and outreach for APP’s 20th Anniversary year.
• Advise City Council on projects and programs relating to public art, design, and aesthetics.
• Review and make recommendations to City Council on all APP projects and city art donations.
• Share best practices with other local and national agencies on the APP processes and projects.
• Review the APP art collection to consider deaccession for specific pieces.
• Promote the program with the APP website, marketing opportunities, and project maps.
Current and Ongoing Projects:
Twenty-five projects are currently in progress or are annual projects. These projects are usually developed in
conjunction with a larger construction project so the art project timeline coincides with the construction timeline. All
these projects have an artist working with the project design team to develop concepts that meet the goals of the
project.
