A regular meeting of the Liquor Licensing Authority was held on August 1, 2011 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated that there were no changes to the agenda.
Request from Dos Payaso, LLC, dba
E1 Monte Grill & Lounge to Temporarily Change, Alter, or
Modify the Licensed Premises at 1611 South College Avenue, Suite 100
on September 10, 2011, Approved
Sarah Joswick, representative for Dos Payaso, LLC, briefly described the proposed temporary
modification. She stated this temporary modification of premise is for the Prospect Music Festival. Ms.
Joswick stated this year's event is the same as last year and that there were no problems or issues last
year. She described the petitioning process, stating that they received support for this application.
Judge Lane approved the request from Dos Payaso, LLC dba El Monte Grill & Lounge to temporarily
change, alter, or modifythe licensed premises at 1611 South College Avenue, Suite 100.
Hearing on a New Application from
Sapphire Events, LLC for a hotel -restaurant liquor license at
Sapphire Events 417 West Magnolia (Lincoln Center concessionaire), Approved
Connie Matsuda, representative for Sapphire Events, LLC, was sworn. She stated they are being
provided with three permanent bars in addition to the portable bars. In response to a question from
the Authority, Ms. Matsuda stated the temporary bars sit empty and are stocked with alcohol when
needed for a particular event. She stated all employees will be required to be TIP's trained. Ms.
Matsuda stated she will maintain a copy of the TIP's training manual on premise. She detailed staffing
levels and how she will maintain the outside perimeter of the licensed premises. Ms. Matsuda stated
they will card any patron ordering an alcoholic beverage appearing to be under the age of 35.
August 1, 2011
Liquor Enforcement Officer Bendzsa expressed concern regarding customers leaving the licensed
premises with alcohol on occasions when the licensee does not intend to have personnel posted at the
exits. He notified the licensee that this has been the cause of a liquor violation with a previous
concessionaire at this location and that the licensee should advise its staff to monitor the perimeter of
the licensed area to ensure that this is not a problem Ms. Matsuda acknowledged the concern and
indicated that efforts would be made to monitor the exits.
Carol Johnson, representative for Esquire Petitioning Services, LLC, was sworn. She detailed how the
petitioning was completed. Ms. Johnson stated they received many positive comments in support of
this application.
Judge Lane adopted Resolution 2011-20 approving an application from Sapphire Events, LLC, for a
hotel -restaurant liquor license at Sapphire Events, 417 Magnolia Avenue.
