COLLEGE AVENUE, FORT COLLINS JANUARY 12, 2012, 6:30 P.M. COMMISSION MEMBERS PRESENT: STAFF PRESENT: Kay Rios, Chair Jamaal Curry Heidi Phelps Anita Basham Margaret Long Robert Browning Emily Sander Gordon Coombes Kristin Stephens Catherine Costlow The Commission made introductions and welcomed two new members, Anita Basham and Margaret Long. At 6:35 p.m., Chair Rios closed the regular meeting and opened the public hearing. No members of the public were present for comment. Heidi Phelps reviewed the Commission’s role and functions and spoke about the Competitive Process for funding affordable housing, human services, and other community development proposals, answering questions from the new members. Heidi Phelps outlined proposed funding for 2012 and funds available (see attached) for projects submitted through the Competitive Process. She estimated that about 30 applications will come before the Commission this spring. At 6:45 p.m., the public hearing closed. Chair Rios reopened the regular commission meeting. The Commission will be using ZoomGrants, a web‐based electronic application process, to receive and review funding applications. Laptops will be available during the applicants’ presentations in March. Chair Rios cautioned Commission members against paying more attention to the screen than to the presentations. Ms. Phelps said staff would make hard copies or proposals available to any Commission member on request. Ms. Phelps reminded commission members that once formal applications are submitted on February 16, they should have no substantive discussions with the applicants. All questions should be directed to her or Sharon Thomas in the Advance Planning Department, since Ken Waido is still on long‐term medical leave. Jennifer Harvey has joined the office as full‐time, temporary staff support. During staff program updates, Ms. Phelps said City Council had agreed to allocate $50,000 from the Affordable Housing Fund to help relocate residents of the Bender Mobile Home Park. United Way will serve as the agent for disbursing those funds. The Commission elected officers for the coming year. Commissioner Browning nominated Kay Rios to another term as Chair. Commissioner Basham seconded the motion. The motion carried unanimously. Commissioner Costlow nominated Bob Browning as Vice Chair. Commissioner Curry seconded the motion. The motion carried unanimously. The next meeting is set for Thursday, February 9, 6:30 p.m., 281 N. College Ave., Fort Collins. The meeting may be cancelled if there are not enough agenda items needing timely discussion or action. The meeting adjourned at 7:05 p.m.
