SUBJECT: 2010 NRAB Annual Report.
In 2010, the City of Fort Collins Natural Resources Advisory (NRAB) held 12 regular meetings, during
which 42 agenda items were considered, 21 actions were taken, and 9 memoranda were sent to the City
Council.
Liz Pruessner and Glen Colton were elected chair and vice-chair respectively. Three NRAB members
served as representatives on the Bicycle Advisory Committee, the West Nile Virus Task Force and the
Green Building Advisory Task Force. The Board welcomed new members John Bartholow and Harry
Edwards in January. Table 1 outlines NRAB activities in 2010.
The Plan Fort Collins process occupied much of the discussions during the year. NRAB members attended
the special meetings which were held throughout the year giving input and feedback at each step. The
Board weighed in on Plan Fort Collins with 3 formal memos to City Council. We are particularly interested
in the inclusion of the Triple Bottom Line analysis into Plan Fort Collins and are anxious to see the
implementation strategies. At the beginning of the year we appointed a sub-committee to research the
development of a Community Sustainability Scorecard. The sub-committee held several meetings and
presented its work to the full Board. We invited guest speakers to present on the topic of Sustainability. We
gathered all the information and wrote our findings and recommendation in an enhanced memo calling on
the City to develop Sustainability Indicators. This memo was circulated to other Boards for input. The Air
Quality Advisory Board and the Electric Board voiced strong support for our memo. The final memo
including the letter of support from the Electric Board was presented to City Council in July. We are very
pleased to see that Plan Fort Collins includes Sustainability Indicators and hope that real progress will be
made by the community as the Plan is put into action.
Among our other actions taken during the year, we supported the Green Building Code changes and the
changes to the Poudre River Floodplain to restrict development in the floodplain. We held a joint meeting in
August with the Air Quality Advisory Board for review of the Climate Action Plan and Climate Wise
programs. The NRAB had a productive year and we look forward to another year of service on behalf of the
environment.
