A regular meeting of the Liquor Licensing Authoritywas held on October 17, 2011 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated that there were no changes to the agenda.
Approval of Minutes
Judge Lane approved the minutes from September 12, 2011.
Approval of 2012 Liquor Licensing Authority Schedule
Judge Lane approved the 2012 Liquor Licensing Authority Schedule.
Registration of Jennifer Shaffer as
Manager of Perkins Restaurant, 310 South College Avenue, Approved
Jennifer Shaffer, manager applicant, stated she has been employed for this company on and off since
1993. She stated she there are approximately 17 servers that are involved with the sale and service of
alcohol. Ms. Shaffer stated each employee is required to complete training with respect to the sale and
service of alcohol. She stated if any employee found in violation of the liquor code could lead to
termination. Ms. Shaffer stated she has a current copy of the liquor code on premise.
Judge Lane approved the registration of Jennifer Shaffer as manager of Perkins Restaurant, 310 South
College Avenue.
Registration of Jeffrey Jordan as Manager of
Old Chicago, 147 South College Avenue, Approved
JeffreyJordan, manager applicant, stated he moved to Fort Collins 3-4 years ago. He stated he has been
at Old Chicago for nearly2 years and that theyuse ServeSafe to train their employees. Mr. Jordan stated

there is always a salaried manager on premise. He stated all employees are required to complete this
training before they are able to serve. Mr. Jordan stated they hire an outside contractor to audit their
carding practices. He stated if an employee is found in violation of the liquor code could be terminated,
depending on the circumstances.
Judge Lane approved the registration of Jeffrey Jordan as manager of Old Chicago,147 South College
Avenue.
Registration of Aaron Van Blarcum as
Manager of Sports eXchange, 214 Linden Street, Approved
Aaron Van Blarcum, manager applicant, stated he has received extensive training in Texas with regard
to the sale and service of alcohol. He stated all their employees have been TIP's trained. Mr. Van
Blarcum stated there is always two managers on duty. He stated any employee found in violation of the
liquor code is immediately terminated. Mr. Van Blarcum stated staff do a sweep of all patrons on the
premises every 15 minutes. Judge Lane requested that Mr. Van Blarcum provide Deputy City Clerk
Jensen with paperwork demonstrating his community service requirements have been met.
Judge Lane approved the registration of Manager of Sports eXchange, 214 Linden Street.
Request from La Luz Mexican Grill, Inc., dba
La Luz Mexican Grill, to Change, Alter, or Modify
the Licensed Premises at 223 Linden Street, Approved
Peter Schultz, representative for La Luz Mexican Grill, Inc., state he is including a small area to serve
as a small bar. In response to a question from the Authority, Mr. Schultz stated this will increase
visibility in the front area as he will have a staff present at all times at the small bar when it's open. Mr.
Schultz stated that he has a strict policy that if a patron has no id, that they do not serve them alcohol.
He stated he has not received any negative comments regarding this proposed modificaiton.
Judge Lane approved the request from La Luz Mexican Grill, Inc., dba La Luz Mexican Grill, to
Change, Alter, or Modify the Licensed Premises at 223 Linden Street.
Transfer of Ownership of Nonesuch Theater,
216 Pine Street from Circle Productions, LLC to The Welsh Rabbit Cheese Shop, Ltd.,
and Trade Name Change to Fort Collins Cheese Shop
Nate Hines, representative for The Welsh Rabbit Cheese Shop, Ltd., stated he has 12 years in the
culinary world. He and the two other owners and one employee will complete TIP's training prior to
opening. Mr. Hines stated they will be offering wine and cheese flights. He stated alcohol is not the
focus of their business, that primarily their business is to sell cheese. Mr. Hines stated they will be
adding a fence to the patio. He stated they are hoping to open in 2-3 weeks.

Judge Lane approved the transfer of ownership of Nonesuch Theater, 216 Pine Street from Circle
Productions, LLC to The Welsh Rabbit Cheese Shop, Ltd., and Trade Name Change to Fort Collins
Cheese Shop.
Transfer of Ownership of The Vault, 146 North College Avenue,
from Fitzgerald's, LLC to The Astoria, Inc., and
Trade Name Change to The. Astoria, Approved
Lindsey Anderson and Peter Munro, representative for The Astoria, Inc., stated they are rennovating
the inside of establishment. Ms. Anderson stated theyare restoring the wood work She stated theywill
be adding more booths and fixed seating. Ms. Anderson stated theyare moving the bar to highlight the
vault. She stated they will be open 7 days a week Mr. Munro stated they have purchased an ID
scanner. He detailed the changes they are making to the premises to make it safer for patrons. Mr.
Munro stated they are open now and employ approximately 5 people. He stated they will be closing
in the near future, pending approval from the City's building department approvals. Mr. Munro stated
their door person will have the id scanner. He stated employees found in violation of the liquor code
could possibly be terminated.
Judge Lane approved the transfer of ownership of The Vault, 146 North College Avenue, from
Fitzgerald's, LLC to The Astoria, Inc., and Trade Name Change to The Astoria.
Transfer of Ownership of Fort Collins Marriott Hotel,
350 East Horsetooth Road from Marriott Hotel Services, Inc., to
Dimension Development Two, LLC, Approved

Transfer of Ownership of Residence Inn by Marriott,
1127 Oakridge Drive from Residence Inn by Marriott, LLC, to
Dimension Development Two, LLC, Approved
Transfer of Ownership of Courtyard by Marriott,
1200 Oakridge Drive from Courtyard Management Corp., to
Dimension Development Two, LLC Approved
Brian Proffit, attorney representing Dimension Development Two, LLC, briefly described the
background of these establishments. He stated Dimension Development Two, LLC will be managing
the premises in concordance with how Marriott requires their hotels to be run. Mr. Proffitt stated that
patrons will be able to tell that there is a change in ownership. Reggie Casselberg, manager applicant
for the Fort Collins Marriott Hotel, stated all employees are required to be TIP's trained. Mr. Casselberg
stated the Fort Collins Marriott Hotel stated that they are a full -service hotel. Scott Douglas, current
manager for Courtyard by Marriott and Residence Inn byMarriott, stated all front desk employees are

TIP's trained. Mr. Douglas stated that the patrons at the Courtyard and Residence Inn need to come
to the front desk to purchase beer or wine for consuming back in their room
Judge Lane approved the transfer of ownership of Fort Collins Marriott Hotel, 350 East Horsetooth
Road from Marriott Hotel Services, Inc., and Residence Inn by Marriott, 1127 Oakridge Drive from
Residence Inn by Marriott, LLC and Courtyard by Marriott, 1200 Oakridge Drive to Dimension
Development Two, LLC.
