A regular meeting of the Liquor Licensing Authoritywas held on August 15, 2011 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated that there were no changes .to the agenda.
Show Cause Hearing for Titi, Inc., dba
Ti Bar, 107 East Laurel Street, Stipulation Agreement Approved
Nathan Hansen, attorney representing Titi, Inc., stated that the licensee is changing how theyconduct
business that they will not have another liquor code violation.
Assistant City Attorney Scurlock summarized the stipulation agreement. She stated that the Licensee
has agreed to a 15 day suspension, 5 days to be served (September 2, 2011 - September 6, 2011), with
10 days held in abeyance for 1 year for violating C.RS.,12-47-901(1) (a.5), permitting the sale or service
of alcohol beverages to a person under the age of 21 years. She stated the licensee has agreed to provide
proof of training of all staff within 60 days to Deputy City Clerk Jensen.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Ti Bar, 107 East Laurel.
Registration of Katie Stracke as manager of
Noodles & Company, 648 South College Avenue, Approved
Katie Stracke, manager applicant, stated she has been SafeServe certified for several years and that all
alcohol sales are only allowed by a manager. She stated there is always a manager on site. Ms. Stracke
stated that she has a current copy of the liquor code on premise. She stated she will talk to the regional
manager regarding the age of their servers.
Judge Lane approved the registration of Katie Stracke as Manager of Noodles & Company, 648 South
College Avenue.

Request from Suite 152, Inc., dba 100 Octane to
Change, Alter, or Modify the Licensed Premises at
Suite 152, Building 23, Old Town Square, Approved
AnthonyCampana, representative for Suite 152, Inc., brieflydescribed the proposed modifications. He
stated this was the footprint he had in 2006. Mr. Campana stated they are adding approximately 1500
square feet back onto licensed premises. He stated they will be cutting an additional opening in the
patio fence. Mr. Carripana stated he will begin construction when all the permits are approved.
Judge Lane approved the request from Suite 152, Inc., dba 100 Octane to Change, Alter, or Modifythe
Licensed Premises at Suite 152, Building 23, Old Town Square.
Transfer of Ownership of Rustic Oven,
2350 East Harmony Road, Suite 101 from
The Rustic Oven II, inc., to Harmony Restaurant, LLC, Approved
J.D. Padilla and Gino Campana, representatives for Harmony Restaurant, LLC, stated they currently
hold the temporary permit and are finalizing this process while they search for a new buyer. Mr.
Campana stated he has not been currently trained in the sale and service of alcohol. He stated he is
requiring all his employees to be TIP's trained. Mr. Campana stated approximately 50 people are
employed at this restaurant. He stated that nothing has been changed at this location. Mr. Campana
stated any employee found in violation of the liquor code will be immediately terminated. He stated
he has a current copy of the liquor code on premise.
Judge Lane approved the transfer of ownership of Rustic Oven, 2350 East Harmony Road, Suite 101,
from The Rustic Oven II, In., to Harmony Restaurant, LLC.
Hearing on a Change of Location Application from
Welcome Home Events, LLC, to move a beer and wine license
from 128 A West Laurel to 120 r/z West Laurel, Approved
Sylvia McGrath, representative for Welcome Home Events, LLC, to move a beer and wine license from
128 A West Laurel to 120'h West Laurel. In response to a question from the Authority, Ms. McGrath
stated this move is to allow for more seating for patrons. She detailed the new premises, stating that
it will allow them to host events. Ms. McGrath described the petitioning process, stating that she
received many positive and supportive comments.
Judge Lane adopted Resolution 2011-22 approving a change of location application from Welcome
Home Events, LLC, to move a beer and wine license from 128 A West Laurel to 120 rh West Laurel.

Hearing on a New Application from Tokyo, In., for
a hotel -restaurant liquor license at Tokyo Joe's,
100 West Troutman Parkway, Approved
Mr. Wildberge, representative for Tokyo, Inc., was sworn. He stated this is their first restaurant outside
the general metro area of Denver. Mr. Wildberge stated that liquor sales is approximately 2% of their
gross sales. He stated most of their sales are at lunch. Mr. Wildberge stated they will have patios on
both sides of the building. In response to questions from the Authority, Mr. Wildberge detailed the
premises. He stated servers are constantly circulating in the restaurant and that the north patio is clearly
visible to staff inside the restaurant. Mr. Wildberge stated theyopen onlyuntil 9:05 p.m He stated they
are currently looking to hire and register a different manager. Mr. Wildberge stated they do not plan
on opening until mid -November. He stated he will have a current copyof the liquor code on premise
when they open.
Carol Johnson, representative for Esquire Petitioning, LLC, was sworn. She described how petitioning
employees are prepared to canvass the neighborhood. Ms. Johnson stated the results of the petitioning
were very favorable.
Judge Lane adopted Resolution 11-21 approving a new application from Tokyo, Inc., for a hotel -
restaurant liquor license at Tokyo Joe's, 100 West Troutman Parkway.
Hearing on a New Application from
La Paloma, LLC for a beer and wine license at
E1 Tapatio, 1612 North College Avenue, Unit F, Approved
Tina Scott, representative for Oedipus, Inc., was sworn. She stated she is fluent in Spanish and would
translate for Sergio Elias -Delgado, representative for La Paloma, LLC. Mr. Elias -Delgado stated that
theywill have the beer and wine storage area locked. He stated he is on premise approximately70 hours
a week. Mr. Elias -Delgado stated that all employees will be required to receive training prior to
receiving their license. He stated all patrons ordering beer or wine will be required to show a valid id.
Mr. Elias -Delgado stated any employee found in violation of the liquor code will be immediately
terminated. He stated he has a current copy of the liquor code on the premises.
Ms. Scott described how the petitioners were prepared to canvass the neighborhood. She stated they
received verygood results. Ms. Scott stated this restaurant has been open for4 years and manyof those
contacted were familiar with this restaurant.
Judge Lane adopted Resolution 2011-19 approving the new application from La Paloma, LLC, for a
beer and wine license at El Tapatio, 1612 North College Avenue, Unit F.
