Call Meeting to Order: Bruce Henderson called the meeting to order 5:33pm.

Approval of Minutes: Michael Chalona made the motion to approve the Parks & Recreation Board minutes of May 22,
2013, seconded by Jessica MacMillan – Minutes approved 6:0
Meeting Summary
Amy Resseguie, Publicity & Marketing Specialist gave a presentation on IdeaLab,
http://idealab.fcgov.com/, which is as new public engagement platform the City is using to reach a
diverse audience, and it provides an additional avenue for citizens to share their thoughts and ideas on
various topics.
Lisa Ratajczak, Recreation Coordinator/Child Development spoke with the Board about the various youth
programs she oversees.
The Board reviewed the letter of support for the Capital Improvement Expansion Fees including the addition of
the Trail Impact Fee written by Bruce Henderson, and approved the letter without change with a vote of 7:0.
The Bicycle Advisory Committee had a presentation on the Midtown Urban Design Plan; and the P&R Board
Liaison to the BAC felt it would be a good topic for the P&R Board to hear as well. Megan Bolin will present
information to the P&R Board at the July 24th meeting. The Board asked that she speak more to the Parks, Arts

AGENDA ITEMS:
IdeaLab Presentation - Amy Resseguie, Publicity & Marketing Specialist
The IdeaLab, http://idealab.fcgov.com/ is as new public engagement platform the City is using to reach a
diverse audience. It is not meant to replace the traditional methods of sharing information, but it provides an
additional avenue for citizens to share their thoughts and ideas on various topics; and, we can measure results.
We are working to build awareness of this website.
There is also a new, private social networking website Nextdoor, https://nextdoor.com/, which provides
neighbors a way to connect with others in their neighborhoods on topics specific to that neighborhood. The
City has a membership so that announcements can be shared whether it is specific to a neighborhood like an
event being near their area, or city-wide like election information.
Discussion
Board – When you have open houses, will be put a survey out on this afterward to get feedback?
Staff – We are talking about doing this.
Board – Will you advertise this website as people are leaving the open house?
Staff – That’s a great idea.
Board – How does someone connect on Nextdoor.com?
Staff – Nextdoor.com facilities neighbors to participate.
Board – Could staff or the Board post events or surveys to IdeaLab?
Staff – The Board would submit through the Liaison, staff would submit through John Litel.
Recreation Summer Programs – Lisa Ratajczak, Recreation Coordinator/Child Development
The Child Development Programs are not facility specific like some of the other recreational programs. We have a
unique blend of fun and educational opportunities specifically designed for ages ranging from 6 weeks to 12 years. We
have 282 classes and camps throughout the summer using the YAC, Northside Aztlan Community Center, EPIC, Club
Tico, Mulberry Pool, Lee Martinez Park and The Farm at Lee Martinez. There are 23 instructors/camp leaders and this
year we have started a pilot program training two youth volunteers to help out the instructors; so far this has been very
successful. We offer a variety of arts and crafts classes, dance and movement classes, day camps, early learning classes,
educational classes and other fun stuff. One of the fun family events we offer is the Amazing Race which will be taking
place this year on July 27 at Spring Canyon Park.
Discussion
Board – Is the Skate & Create program still available; it was great for both girls and boys?
Staff – It is, but it’s now called EPIC Adventures.
Board – Are all the classes & camps full?
Staff – The camps are full, but it goes in trends. We have reports that show how many have signed up so we can
determine which programs are popular and which ones we need to rethink.
Board – How are you preparing for the closure of the Youth Activity Center?
Staff – Many of the classes will be moved to Northside, so we’re working on logistics. We are hoping to use some of the
lobby area as a portable classroom; it will be an interesting fall. Currently, all the space at Northside is maxed out, so
we’ll also be working on the flow in and out and we’ll need to be creative with our programming.
Board – What about some of the empty store fronts along College?
Staff – We’ll have to do some checking to see if some of these options would be viable.
Review Letter of Support
The Board reviewed the letter of support for the Capital Improvement Expansion Fees including the addition of the Trail
Impact Fee written by Bruce Henderson, and approved the letter without change with a vote of 7:0.

STAFF UPDATES
Parks Updates
DDA wants to upgrade Old Town Square, with construction to start in January 2015 for 6-9 months.
Through an effort with Police Services, the neighborhoods, and Parks, approximately 30,000 sq ft of sod at
Lincoln Greens Golf Course; now owned by Woodward Governor was harvested and given to the neighborhoods
of Buckingham, Alta Vista and Andersonville for personal use in their yards.
A bridge that was at Lincoln Greens was also procured and will be used to replace a bridge at Southridge Golf
Course.
Recreation Updates
Father Day 5K was successful bringing $6,000.00 to the ARO program.
At the Southeast Community Center outreach we had 120 people show. There was some great input and we seem
to hear a lot of the same information. Still holding the number one desire is a leisure pool and splash park.
We’ve also received 1,100 surveys. We are going to be setting up a dedicated web site with information on the
SE Community Center. We are also looking at other possible sites for the SE Community Center to provide
options.
Park Planning Updates
Woodward did not want to have a trail spur from Poudre Trail to Linden Street on their site, so we’re looking at
the adjacent property to see if we could make it work there.
The Poudre Trail redesign at the Woodward site will start sometime in August thru October with the first phase
being the cutout of land north of the trail; once that is done in October they will remove the section of trail and
renovate the area going to the river with the hope of having the new trail in by February/March. This is all
weather dependent. The section of trail at the corner of Lemay and Mulberry will remain closed until after the
bridge work is completed.
Will the plans for this be available on a web page? Not sure, but will ask.
Will the detours be written out? Yes with maps and available on-line.
What about the bike lanes on Horsetooth? That is a Transportation Planning issue, so we’ll get back with
you.
There will be an open house on the Southeast Community Park in July.
We will be coming to the Board for a recommendation in July regarding the Recreation Trail Master Plan.
We are working on a trail spur from Wood Street to the Poudre Trail in connection with the housing project in the
area
The area on the Poudre Trail where you are planning to connect with Wood Street is a very narrow area
that needs improvement for site lines. We will be doing some widening and cleanup in the area to
accommodate for the new entry onto the Poudre Trail.
Bicycle Advisory Board Liaison Update – Ragan Adams
The Bicycle Advisory Committee had a presentation on the Midtown Urban Design Plan; and it would be a good topic for

Discussion
Board – Brian wanted to bring up the subject again of the high cost associated with private club sports programs and the
inability for many young players to be able to afford to play at the competitive high school level. He wanted to know if
the clubs offered scholarship and if so, how much was offered.
Staff – A report was compiled last year with this information; so the information will be updated and redistributed to the
Board.
Schedule of Articles/Calendar
The 4th of July article received good feedback. It was also published in the Colorado Connection.
Bruce Henderson will be working on the article on the trail system, and will have it out to the Board on Monday
for review.
Ragan Adams will work on an article regarding the Senior Center expansion. Bob invited her to attend the
Monday morning expansion meetings and/or meet with him for information.
Michael Chalona will be working on an article to coincide with the State Disc Golf Tournament.
