Regular Meeting, September 9, 2013

A regular meeting of the Liquor Licensing Authority was held on September 9, 2013 in Municipal
Court, 215 North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from August 19, 2013.
Registration of William Losey as
Manager of Old Chicago,
147 South College Avenue, Approved
William Losey, manager applicant, stated he supervises approximately 45-60 employees. He stated he
last attended liquor service training January 2013. Mr. Losey stated he has 3 assistant managers. He
stated they have daily meetings with the servers to emphasize the importance of carding patrons. Mr.
Losey stated their carding policy is to card any patron ordering an alcoholic beverage that appears to
be under the age of 35. He stated if an employee serves an underage patron they are immediately
terminated. Mr. Losey stated they have a recent copy of the liquor code on premise. He briefly
described a recent issue regarding his background.
Judge Lane approved the registration of William Losey as Manager of Old Chicago, 147 South College
Avenue.
Hearing on a New Application from RBS Mountain Sky, LLC
for a beer and wine license at 2721 South College Avenue, Approved
Rex Schweers and Brenda Black, representatives for RBS Mountain Sky, LLC, were sworn. Mr.
Schweers stated their hours are 11:00 a.m. to 9:00 p.m. and that they do not intend to change when they
are open. He stated they anticipate that less than 10% of their sales will come from the sale of beer and
wine. Mr. Schweers stated beer and wine will be served from the serving line. He stated they do not
have an outdoor patio. Mr. Schweers stated there is always at least one manager on duty. He stated
they have joined Team Port Collins and Responsible Alcohol Retailers. Mr. Schweers stated any
employee involved with the sale and service of alcohol will be required to complete SafeSery training.
He stated he and Ms. Black will complete training for the sale and service of alcohol within 60 days.
Mr. Schweers stated they have a current copy of the liquor code on premise.

In response to questions from the Authority, Mr. Schwcers stated he allowed parties -in -interest to sign
the petition in opposition to this application. He stated he received many positive comments in support
of this application.
Judge Lane adopted Resolution 2013-23 approving an application from RBS Mountain Sky, LLC, for
a beer and wine license at Dickey's Barbecue Pit, 2721 South College Avenue, #2.
