A regular meeting of the Liquor Licensing Authority was held on August 19, 2013 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Consent Agenda
A. Request from Jugnu, Inc., dba Taj Mahal Restaurant to Change, Alter, or Modify the Licensed
Premises at 148 West Oak Street.
Judge Lane approved the request from Jugnu, Inc., dba Taj Mahal Restaurant to Change, Alter, or
Modify the Licensed Premises at 148 West Oak Street.
Approval of Minutes
Judge Lane approved the minutes from August 5, 2013.
Request from Road 34 Deli and Tavern, LLC dba
Road 34 Bike Bar to Change, Alter or Modify the
Licensed Premises at 1213 West Elizabeth Street, Approved
Will Overbaugh, representative for Road 34 Deli and Tavern, LLC, briefly described the proposed
modification. Mr. Overbaugh stated they will not be applying to have their occupancy increased, that
this is to add a south facing patio for his patrons. He stated he did talk to his immediate neighbors with
respect to this application and that they are supportive.
Judge Lane approved the modification of premise of Road 34 Deli and Tavern, LLC, dba Road 34 Bike
Bar to change, alter, or modify the licensed premises at 1213 West Elizabeth Street.

Registration of Sinjen Aiden Sinclair as
Manager of Sanford's Grub and Pub,
1526 Oakridge Drive, Approved
Sinjen Aiden Sinclair, manager applicant, briefly described his background. He stated he has a culinary
arts degree and has had many years of managing restaurants. Mr. Sinclair stated they have hired 27 new
staff members, approximately 80% turnover. He stated they employ approximately 47 people and
require all employees that are involved in the sale and service of alcohol to be TIP's trained. Mr. Sinclair
stated he has completed SafeSery training in the last year. He stated all patrons ordering an alcoholic
beverage must present a valid id. Mr. Sinclair stated any employee found in violation of the liquor code
is immediately terminated. He stated he has a current copy of the liquor code.
Judge Lane approved the registration of Sinjen Aidcn Sinclair as manager of Sanford's Grub and Pub,
1526 Oakridge Drive.
Transfer of Ownership of Beach House Grill,
125 South College Avenue from Co Beach House, LLC to
Mainline, LLC, and Trade Name Change to The Mainline, Approved
Michelle Palmquist, representatives for Mainline, LLC, stated this company was formed in 2011,
however their flagship restaurants were fast opened in 1998. She stated this is their twelfth restaurant
in Colorado. Ms. Palmquist stated employees must card anyone who appears to be under the age of 40
and if a patron is not carded under the age of 30 the employee is immediately terminated. James Brooks
Gordon, manager applicant, stated that patrons are carded as they enter the restaurant. He stated the
backdoor will be closed at 9:00 p.m. Mr. Gordon stated they gutted the building and started over. He
stated the patio on the main floor has remained the same size. Mr. Gordon stated employees are
required to involve a manager if there are any issues with a visibly intoxicated individual. In response
to a question from the Authority, Ms. Palmquist stated any time there is a violation, they review their
alcohol service policies.
Judge Lane approved the transfer of ownership of Beach House Grill from Co Beach House, LLC, to
Mainline, LLC and Trade Name Change to The Mainline.
Dan Carr, attorney representing B.J. Management, Inc., stated they are ready to proceed. He stated he
has reached a stipulation with the City to accept the petitions as exhibits and not require Max Scott,
representative for Oedipus, Inc., to testify. Judge Lane accepted the petitions as Exhibit 1. Mr. Carr
stated this new location has a slightly larger footprint than the previous location. He stated all the
employees at the previous location will be moved to the new location. Mr. Carr stated Beau Jo's has
done an excellent job of managing their different locations. He stated Beau Jo's is primarily a family
style restaurant and relocated to 205 North College Avenue to be closer to the Discovery Museum. Mr.
Grapel, representative for B.J. Management, Inc., was sworn. He briefly described the proposed new
premises and that they expect to open mid to late October, 2013.
Judge Lane adopted Resolution 2013 - 22 approving a change of location application from B.J.
Management, Inc., dba Beau Jo's Pizza to move a hotel -restaurant liquor license from 100 North
College Avenue to 205 North College Avenue.
