Transportation Board
2011 Annual Report
The goal of the Transportation Board is to promote the implementation of a balanced transportation
system that is consistent with the City environmental goals and provides choice, mobility, access,
congestion mitigation and safety for all people while achieving:
1. Efficient and Effective movement of people and goods throughout the community;
2. A reduction in the rate of Vehicle Miles Traveled growth to equal the rate of population
growth; and
3. Enhanced mobility through emphasis of modal shifts.
The Transportation Board met on 12 regularly scheduled monthly meetings plus two special sessions
during 2011. The following topics were addressed:
Additional funding for all aspects of transportation: The discussion continues to develop ongoing
funding sources for transportation, even though the passage of the 2B issue in 2010, also known as Keep
Fort Collins Great initiative, has relieved the underfunding problem for pavement management, deficient
bridges, transit, and related programs. The Transportation Board continues to recommend to Council the
need to develop sustainable funding sources for transportation as a critical issue.
Plan Fort Collins: Deliberations continued from discussions in 2010 by the Transportation Board,
including a special session, to provide feedback and comments to the planning staff regarding the
Transportation Master Plan update. The updated plan and sub plans were approved and unanimously
recommended for adoption to Council with extensive comment, recognizing the importance of the vision
principles and effort to produce the Plan.
Also addressed by the Board were the following topics:
Bridge Replacement Projects regarding structurally deficient bridges
Valet Parking – a proposal submitted to the City for operation by a private vendor
Bicycle Safety and Education Plan, approved and recommended to Council
Air Quality Plan – an update from Natural Resources
NFRMPO Regional Transit Element - 2035 Regional Transportation Plan Update
Transfort Overview
Received public comment regarding transit service south of Harmony Road
North College Improvements Vine to Conifer
Arterial Intersection Priority Project review
2011 Construction and Maintenance Season Overview
Building Community Choices (BCC) Funding Update
Mason Express BRT Update
Traffic Safety & Crash Analysis Review by Traffic Operations
Discussed the Bicycle Advisory Committee memo on e-Bikes
College Avenue Repaving Review
Downtown Parking Plan review and comment
Jefferson Street Project Updates

As in past years, the Transportation Board appreciates and was very proficiently supported by Mark
Jackson and Polly Bennett of the Planning, Development, and Transportation Service Area Executive
Office. Their professionalism and knowledge were of great value to the deliberations of the Board.
