Regular Meeting - October 7, 2002

A regular meeting of the Liquor Licensing Authoritywas held on October 7, 2002, in Municipal Court,
Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.
Staff in attendance: Teresa Ablao, Assistant CityAttomey
Robert Younger, Liquor Enforcement Officer
Aimee Jensen, Deputy City Clerk
Agenda Review
Deputy City Clerk Jensen stated the Elliot's item may not occur as the licensee is not present.
Consideration of an Application from the Fort Collins Shambhala
Meditation Center, for a Special Events Permit in the Opera Galleria Atrium,
123 North College Avenue, Approved
Paula Reed, event coordinator, briefly reviewed the event and stated that Orville Fanal will be
supervising the security. She stated they will have 3-4 people serving alcohol and will contact Officer
Younger for training. Ms. Reed stated they have volunteers specifically trained in crowd control and
they are hoping to gain a little more exposure for their organization with this event.
Judge Lane approved the application from the Fort Collins Shambhala Meditation Center for a special
events permit in the Opera Galleria Atrium on October 5, 2002, 123 North College Avenue.
Transfer of Ownership of Tailgate Tommy's,
145 East Mountain Avenue, from
Michelle's Restaurant to SGC&C, Inc., Approved
Steve Keller, applicant, briefly described his background and his involvement with G & R of Rhythms,
Inc. He stated he has experience in food and alcohol sales and his culinary and hospitality interests have
led him back to the restaurant business.
Judge Lane encouraged Mr. Keller to take Officer Younger's training.
Mr. Keller stated all employees from the previous owner stayed on after the ownership change and he
has reviewed with his staff that serve alcohol what type of training they have received. He stated he is

working on a more structured procedure for new employees. Mr. Keller stated there will be no physical
changes will be made to the premises and that they will be open on Sundays from 11 a.m. to midnight.
Mr. Keller stated they will be serving appetizers late into the evening and are working on increasing
lunch traffic. He stated they will have a door man to card everyone and that the wait staff cards people
that appear to be 40 and under. Mr. Keller stated he has made it very clear that if an employee violates
the liquor code they will be terminated. He stated he has a current copy of the liquor code on premise.
Judge Lane approved the transfer of ownership of Tailgate Tommy's,145 East Mountain Avenue, from
Michelle's Restaurant to SGC & C, Inc.
