A regular meeting of the Liquor Licensing Authority was held on December 2, 2002 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane Presiding.

Agenda Review
Deputy City Clerk Jensen stated the Item # 5, Registration of Jon Osell as Manager of Bottom's Up Bar
Service (Senior Center), 1200 Raintree Drive and Item # 7, Thai Pepper, LLC, dba Thai Pepper
Restaurant, 109 East Laurel Street, to Change, Alter, or Modify the Licensed Premises have been
postponed to December 16, 2002. She also stated that Item # 12, Show Cause Hearing for LuckyJoe's
Sidewalk Saloon, 25 Old Town Square has been postponed to January 13, 2003.
Consent Agenda
Judge Lane 2003 Local Liquor Licensing Authority pulled the 2003 Local Liquor Licensed Authority
Meeting Schedule to change the scheduled meeting for June 16 to June 23. Deputy City Clerk Jensen
stated she will make the requested changes and re -distribute the memo.
Hearing on a Change Location permit Application from
Salvador and Consuelo Trujillo, from
1228 West Elizabeth, # C, 1, to 1401 West Elizabeth
and Trade Name Change to Consuelo's New Mexican Restaurant, Approved
Consuelo Trujillo, applicant, stated that the seating capacity in the new location would increase from
70 to 146 and that they plan on opening in the new location (a leased building) on December 9, 2002.
The restaurant will now be open Mondaythrough Saturdayrather than Tuesdaythrough Saturday. Ms.
Trujillo stated this is mostly a family run business and there is no outdoor patio right now. She stated
she is aware they need to receive approval if they make any changes to the licensed premises. Ms.
Trujillo stated the petitions were submitted on time. Judge Lane marked them as Exhibit 1. She
described the premises and stated theyare mostlydoing cosmetic changes. Ms. Trujillo brieflydescribed
the petitioning process and stated that there will be one family member on premise at all times.
Jude Lane approved Resolution 2002-25 approving an application for a change location permit from
December 2, 2002

Registration of Jim Preston as Manager of
Red Robin Gourmet Burgers & Spirits,
701 East Harmony Road, Approved
Jim Preston, manager applicant, briefly described his employment history. Mr. Preston stated that
employees are required to ask for identification if a patron appears to be older than 391/2 years of age.
He briefly described the training employees receive. Mr. Preston stated they monitor themselves
through the Bars Program He stated none of his employees have served an underage patron.
Judge Lane approved the registration of Jim Preston as manager of Red Robin Gourmet Burgers &
Spirits, 701 East Harmony Road.
Hearing on a New application from Wilcox, Inc., for a
Hotel -Restaurant Liquor License with Optional Premise (change in class from 3.2%)
Kevin Wilcox, representative for Wilcox, Inc., described the reason for this application. He stated the
premises will now be a restaurant as opposed to serving onlysnacks and sandwiches. Mr. Wilcox stated
the seating capacitywill be approximately 140 and that food sales are projected to be 75% of gross sales.
He detailed the licensed premises. Mr. Wilcox stated the employees in the Pro Shop and the restaurant
will monitor patrons. He stated he will require his employees to attend training provided by Team Fort
Collins prior to opening the restaurant. Mr. Wilcox stated he has a current copy of the liquor code on
premise. He described the petitioning process and that he received many comments in support of this
application.
Judge Lane adopted Resolution 2002-24 approving an application from Wilcox, Inc., for a hotel -
restaurant liquor license with optional premise at The Woods at Collindale,1441 East Horsetooth Road.
Show Cause Hearing for
El Tequila College,
238 South College Avenue, Stipulation Agreement Accepted
Luis Guzman, representative for El Tequila College, stated they have admitted to the violation. Mr.
Guzman stated he has hired more securitypersonnel equipped with counters to make sure this problem
does not reoccur.
Assistant CityAttomeyAblao, summarized the stipulation agreement. She stated that the Licensee has
agreed to a 15 day suspension, 10 days served (paid fine in lieu of suspension $3287.76), with 15 days
held in abeyance for 1 year for violating Colorado Liquor Code Regulation 47-408 (purchase of more
than $500), in violation of UFC 1207.3 (over -occupancy), and in violation of UFC 2501.16.3 (exit door
not properly maintained.).

Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for El Tequila College, 238 South College Avenue.
Show Cause Hearing for
The East Coast, 238 Linden Street, Stipulation Agreement Approved
William Chelalis, representative for Celli, Inc., stated he has consulted with an attomeyprior to signing
this stipulation agreement.
Assistant CityAttomeyAblao summarized the stipulation agreement. She stated that the Licensee has
agreed to a 7 day suspension, 3 days served (paid $300 fine in lieu), and 4 days held in abeyance for 1
year for violating the Colorado Liquor Code Regulation 47-900(a) (Conduct of Establishment).
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Celli, Inc., The East Coast, 238 Linden Street.
Hearing on a New Application from
The Service Partners,
for a Hotel -Restaurant Liquor License
at The Service Bar, 126 A West Mountain Avenue,
Adele Reester, attorney representing The Service Partners, stated theyare readyto proceed. Mr. Davis,
representative for The Service Partners, was swom. Ms. Reester stated that they have a new diagram
for the licensed premise to meet building inspection requirements. Mr. Davis detailed the required
changes. He stated he submitted the incorrect diagram to the Poudre Fire Authorityand that he expects
the occupancy load to be 77. The diagram was submitted and marked as Exhibit 4. Mr. Davis stated
there are no other changes to how the business will be run. He stated The Service Bar will cater to
service industry employees.
Mr. Davis briefly described the petitioning process, stating the petitions clearly -stated this establishment
was to be conducted as a private venue for service industry employees only.
Judge Lane adopted Resolution 2002-16 approving an application from The Service Partners for a hotel -
restaurant liquor licence at The Service Bar, 126 A West Mountain Avenue.
