A regular meeting of the Liquor Licensing Authoritywas held on February 1, 2010 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated there were no changes to the agenda.
Approval of Minutes
Judge Lane approved the minutes from January 11, 2010.
Registration of Bryan Smith as
Manager of Chipper's Lanes,
830 North College Avenue, Approved
Bryan Smith, manager application, stated that anypatron ordering an alcoholic beverage is automatically
carded. He stated they confiscate fake id's. Mr. Smith stated he has a current copy of the liquor code
on premise and has had extensive training in the sale and service of alcohol.
Judge Lane approved the registration of Bryan Smith as manager of Chipper's Lanes, 830 North College
Avenue.
Transfer of Ownership of Plank Restaurant,
181 North College Avenue from Epicurean, LLC,
to Full Pull, LLC and Trade Name Change to
Moe's Original Bar-B-Oue Ft. Collins, Approved
Ted Schneider, representative for Full Pull, LLC, stated this is the first business he has opened. He
stated he is a certified TIP's trainer. Mr. Schneider stated he supervised wait staff at his previous
position. He stated he is not using the patio at this time. Mr. Schneider stated they will not be open
late in the evening and focusing on serving full meals. He stated he has instructed his employees are
required to card any patron that appears to be 50 years of age or younger.

Judge Lane approved the transfer of ownership of Plank Restaurant, 181 North College Avenue from
Epicurean, LLC, to Full Pull, LLC and Trade Name Change to Moe's Original Bar-B-Que Ft. Collins.
Transfer of Ownership of Catalyst Coffee House,
3501 South Shields Street from Catalyst Coffee Community and Craft, LLC,
Drusilla Marshal VanDoren, representative of The Tap Room, LLC, stated they have not changed the
interior from the previous owner. She stated they are in the process of what hours they will be open.
Ms. VanDoren stated her bartenders are TIP's trained. She stated their carding policy is that anyone
who appears to be under the age of 39 is to be carded.
Transfer of ownership of Catalyst Coffee House, 3501 South Shields Street from Catalyst Coffee
Community and Craft, LLC, to The Tap Room, LLC and Trade Name Change to The Tap Room at
Catalyst.
Hearing on a New Application from the City of Fort Collins,
for a hotel -restaurant liquor license at the
Northside Aztlan Center, 112 East Willow, Approved
Sharon Chino, attorney representing the Fort Collins Police Department, stated that she is available to
answer any questions.
StacyLynne 216 Park Street, partyin interest, expressed concern with type of license the Cityis applying
for. She also inquired as to why both Darin Atteberryand Steve Budner were listed on the application.
Assistant City Attorney LopezFilkins stated State Liquor Enforcement advised the City to list Darin
Atteberry as representatives for the City of Fort Collins. Assistant City Attorney Ingrid Decker,
representing the applicant, advised that Mr. Atteberry has authority to apply on behalf of the City, but
Mr. Budner will be more directly involved in day-to-day management of the license.
Steve Budner, Cityof Fort Collins Recreation Area manager, stated alcohol will onlybe served at special
events where the facilities of Northside Azdan Center is rented for weddings, quincineras, barmitvahs,
batmitvahs, etc ....... he stated alcohol is currently being served for private events only, free of charge.
Mr. Budner stated that any events that are youth based, will be required to provide their own security.
He stated theywill make sure that all these events are contained to a particular area that has been rented.
In response to a question from the Authority, Mr. Budner described the premises, emphasizing there
will be no outside service. He stated he has a current copy of the liquor code on premise. Mr. Budner
stated alcohol will be not available beyond private events. He stated he did have one individual that was
opposed to this application.
Max Scott, representative for Oedipus, Inc., was sworn. Mr. Scott briefly described the petitioning
process. He stated generally the neighborhood is familiar with the Northside Aztlan Center. Mr. Scott
stated that these results are high for a hotel -restaurant liquor license.

Judge Lane adopted Resolution 09-20 approving a hotel -restaurant liquor license from the City of Fort
Collins at Northside Azdan Center, 112 East Willow.
