HomeMy WebLinkAbout2009 - Parks And Recreation Board - Annual Report2009 P&R Board Annual Report Page 1 of 2 PARKS AND RECREATION BOARD 2009 ANNUAL REPORT The City of Fort Collins Parks and Recreation Advisory Board held 8 Regular Meetings in 2009. Board Members were Fred Bitting, Brian Carroll, Michael Chalona, Shirley Christian, Ann Hunt Mark Leuker (resigned in January), Jessica MacMillan, Greg Miller, Danna Ortiz, and William Pickering. Annually in February the Board elects its officers, and Michael Chalona was elected as Board President along with Jessica MacMillan elected as Board Vice President. Kelly Ohlson served as City Council Liaison to the Board in 2009. Craig Foreman, Park Planning & Development Director, and J.R. Schnelzer, Director of Parks, served as Staff Liaison to the Board, with Carol Rankin, Administrative Support Supervisor, providing staff support to the Board. 2009 Budget The Board was updated on budget issues affecting Parks and Recreation throughout 2009 and the 2010/2011 Budgeting For Outcomes (BFO) budget process. Parks and Recreation Policy Plan The Board provided input and a recommendation to Council for the new Policy Plan. Parks, Park Planning and Recreation Updates The Board was updated monthly on projects and programs occurring in Park Maintenance, Park Planning and Development, and Recreation. Indian Hills Park Access Lane The Board discussed this issue and concluded the access lane, which had never been developed, was not needed and the lane would go to the existing adjacent landowners. The City would retain a utility easement in the lane area. South College Corridor Plan The Board reviewed the South College Corridor Plan and gave input into the planned pedestrian improvements including connections to the planned Fossil Creek Trail. Mountain Vista Sub Area Plan The Board supported the park and trail plans in the Mountain Vista Sub-Area Plan and options to acquire land for the Northeast Community Park. Gardens on Spring Creek The Board was updated on the success of the Gardens in 2009 with increased visitation and revenue. Archery Range Update The Fort Collins Archery Association gave the Board a presentation on their Association, what they do, and how the partnership with the City has been mutually beneficial. 2009 P&R Board Annual Report Page 2 of 2 Recreation Department Accomplishments The Board supported Staff’s effort in applying for the National Recreation and Parks Association’s Gold Medal Award. The City’s Parks and Recreation program was recognized as one of the four finalists in the 100,000 to 150,000 population category. The Board pleased to learn the Northside Aztlan Community Center had received the prestigious Phoenix Award which recognizes exceptional achievements in reutilization of brownfield sites. Neighborhood and Community Parks • Waters Way Neighborhood Park Board members were supportive of the design for the park and the coordination with the rehab of Benson Reservoir Dam. • Registry Neighborhood Park The Board was informed of the park pubic process and the preliminary design concepts for the park. • Edora Community Park Disc Golf and BMX Course The Board was active in discussions about Disc Golf options at the park and the potential partnership with CSU at Hughes Stadium; and the need for adjustments or relocation to the BMX Course. Trails • Poudre Trail The Board was informed about the schedule and progress of extending the Poudre Trail to Timnath. The Board was also advised about the continued effort to remove the remaining sections old asphalt trail and replacement with concrete. • Fossil Creek Trail Staff presented the plans for the trail to connect with Spring Canyon Community Park and plans for the trail south of Trilby Road to Carpenter Road. The Board was supportive of a $500,000 Great Outdoors Colorado grant request for the Fossil Creek Trail at County Road # 38E. • Power Trail The Board was informed of the construction schedule of the trail from Keenland Drive to Trilby Road.
