REPORT: 2011
The Community Development Block Grant (CDBG) Commission held four regular
meetings which included two public hearings, and six special Competitive Process-
related meetings during 2011. The Commission had no corresponding work sessions
with City Council, although staff had fall work sessions on the topics of social services,
and early childhood development/childcare. The public hearings were held to solicit
comments on the community development and affordable housing needs of the city.
These comments were used to guide decisions concerning the allocation of CDBG,
HOME, the City’s Affordable Housing Fund (AHF) and Human Services Program (HSP)
monies during the next program year. The regular and special meetings were held to
review the Spring and Fall Competitive Process applications for community
development and affordable housing proposals, and to monitor progress of the CDBG
and HOME Programs, as well as the use of AHF and HSP dollars.
The Commission provided recommendations to City Council concerning the expenditure
of the City’s FY 2011 CDBG and HOME entitlement grants, as well as the City’s AHF
and HSP monies. Keep Fort Collins Great (KFCG) dollars, approved by voters through
a tax increase measure in November 2010, were used for human services programs.
Not all proposals submitted for the Spring cycle were funded, especially in the
Public/Human Services category, where the requests for funding exceeded available
funding. All revenue streams (CDBG, HOME, AHF, HSP, KFCG), as well as Program
Income (money returned to programs) and miscellaneous carryover revenues, are
included in the funding amounts listed below:
