Re: 2009 Annual Report: Planning & Zoning Board
Brigitte Schmidt, Chairperson and Butch Stockover Vice-Chairperson continued in those
leadership roles.
In 2009, the Planning and Zoning Board held 12 regular public hearings, taking action on
an average of 4 items per meeting. The agenda ranged from two items to as many as six
items. The Board held 12 work sessions prior to the regular meetings. In addition, there
was also one Board/staff retreat.
The Development Review agenda items for the year totaled:
4 Overall Development Plans (including amended plans);
4 Project Development Plans;
4 Addition of Permitted Use
3 Modification of Standard (Stand-alone request);
5 Re-zonings;
3 Annexations totaling approximately 296.01 acres;
1 Major Amendment;
2 Site Plan Advisory Reviews;
1 Extension of Final Plan.
The Board provided recommendations to the City Council on the following items:
• Recommendation to City Council Approving the South College Corridor Plan,
Making related changes to City Plan and the Land use Code and Rezoning
Certain Properties along the Corridor.
• Mountain View School Second Annexation and Zoning.
• 2009 Annual Revisions, Clarifications and Additions to the Land Use Code.
• North College Corridor Improvement Project – Phase II, Vine Drive to the
Hickory/Conifer Intersection.
• Transit Strategic Plan Update.
• Mountain Vista Subarea Plan Update.
• Riverwalk Annexation and Zoning.

• Christ Center Community Church Rezoning (Tabled—to return later).
• Fossil Creek/Hwy 392 (Carpenter Road) Annexation and Zoning
• North College Public Infrastructure Funding Plan.
• Amendment to the City Plan Structure Plan Map Making Changes to the Fort
Collins Growth Management Area to Implement the Agreement with Town of
Timnath.
Decisions appealed to City Council:
• None
