A regular meeting of the Liquor Licensing Authority was held on January 28, 2013 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from January 7, 2013
Approval of 2012 Annual Report
Judge Lane approved the 2012 Annual Report.
Transfer of Ownership of 7-Eleven Store 25290A,
4543 Boardwalk Drive from 7-Eleven, Inc., to
C St. Boardwalk, Inc., & 7-Eleven, Inc., Approved
Kevin Coates, representative for 7-Eleven, Inc., stated this is a transfer of ownership. Mr. Coates stated
tlhat C St. Boardwalk, Inc., will be responsible for the day to day operations. Scott Long, C St.
Boardwalk, Inc., stated he and his brother, Jamcs Longwere required to attend extensive training prior
to taking over the day to day operations of this location. Mr. Scott Long stated they employ the secret
shopper program to test their employees. Mr. Long stated they will not change the premises or the
hours of operation.
Judge Lane approved the transfer of ownership of 7-Eleven Store 25290A, 4543 Boardwalk Drive from
7-Eleven, Inc., to C St. Boardwalk, Inc., & 7-Eleven, Inc.
Hearing on a New Application from 7-Eleven, Inc., for a
3.2% beer - off premise license at 7-Eleven Store 35880H,
1401 West Elizabeth Street, Approved
Kevin Coates, representative for 7-Eleven, Inc., stated they are read), to proceed and that this is a
corporate store.

Carol Johnson, representative for Esquire Petitioning, LLC, was sworn. Ms. Johnson briefly described
the petitioning process. She stated she personally does the business petitioning. Ms. Johnson stated the
petitions were pre -filled with the City Clerk's Office. She stated the result of this petition indicates
support for this application. Mr. Johnson stated this is a common result for a 3.2% beer - off premise
license application.
Richard Buegel, representative for 7-Elevcn, Inc., was sworn. In response to Mr. Coates, Mr. Buegel
stated all employees are required to become re -certified in the sale and service of alcohol. He stated the
training for employees is very rigorous. Mr. Buegel described how 7-Eleven stores are designed to
prevent the sale of 3.2% beer to an underage patron or after hours. He stated 3.2% beer sales is only
2% of their total sales.
Judge Lane adopted Resolution 2013-05 approving the application form 7-Eleven, Inc., for a 3.2% beer
- off premise license at 7-Eleven Store 35880H, 1401 West Elizabeth Street.
Hearing on a New Application from The Public House Corporation,
for a tavern liquor license at William Oliver's Public House,
2608 South Timberline Road, Approved
William and Tiffany Wallace, representatives for The Publick House Corporation, were sworn. Mr.
Wallace stated they will receive training prior to opening. In response to a question from the Authority,
Mr. Wallace described the premises. He stated the patio is visible from inside the premise. Mr. Wallace
stated they will have a sandwich station behind the bar. He stated they are hoping to be open by the
beginning of March. Mr. Wallace stated they will have 7-10 employees on staff. He stated any
employee found in violation of the liquor code will be immediately terminated. Mr. Wallace stated
employees will be instructed to card all patrons ordering alcohol. He stated he has a current copy of
the liquor code.
Mr. Wallace described the petitioning process. He stated this application was well received by the
neighborhood.
Judge Lane adopted Resolution 2013-02 for an application from The Pubhck House Corporation, for
a tavern liquor license at William Oliver's Publick House, 2608 South Timberline Road.
Hearing on a New Application from BJ's Restaurant Operations Company,
for a hotel -restaurant liquor license at BJ's Restaurant & Brewhouse,
2670 East Harmony Road, Approved
Brian Profht, attorney representing BJ's Restaurant Operations Company, stated they are ready to
proceed.
Carol Johnson, representative for Esquire Petitioning, LLC, was sworn. She described the petitioning
process and indicated that this petition shows support for this application. Ms. Johnson stated that the
petitions were pre -filled with the City Clerk's office.

Rob Archer, manager applicant, was sworn. He stated he is currently the general manager for the BJ's
Restaurant & Brewhouse in Westminster, Colorado. Mr. Archer stated he has been in the restaurant
business for approximately 25 years. He stated his immediate supervisor will be involved with the
opening of this location. Mr. Archer stated they anticipate opening this location by the end of May.
He described the premises, stating the food sales are approximately 80% of their gross sales. Mr.
Wallace stated access to alcohol storage is limited to salaried managers. He described the training they
require all employees must attend and the emphasis on training for the sale and service of alcohol. Mr.
Archer stated any employee found in violation of the liquor code is immediately terminated. He stated
anytime a vertical id is presented to a server, that server is required to get a manager.
Judge Lane adopted Resolution 2013-30 approving an application from BJ's Restaurant Operations
Company for a hotel -restaurant liquor license at BJ's Restaurant & Brewhouse, 2670 East Harmony
Road.
Hearing on a New Application from Dimension Development Two, LLC
for a tavern liquor license at Courtyard by Marriott - Fort Collins,
1200 Oakridge Drive, Approved
Brian Proffit, attorney representing Dimension Development Two, LLC, briefly described the reason
for this application.
Carol]ohnson, representative for Esquire Petitioning, LLC, was sworn. She described the petitioning
process. Ms. Johnson stated she has done nearly 1000 petitions and that this petition indicates support
for this application by the neighborhood. She stated the neighborhood was very familiar with the
remodel at this location.
Scott Douglas, registered manager, stated he has been a general manager in the hospitality industry for
14 years. He stated he is a hands-on manager. Mr. Douglas stated that the recent modifications of this
premise were to accommodate this different class of license. He stated they will have a full kitchen.
Mr. Douglas stated all kitchen staff will be trained to not only serve food as well as alcohol. He stated
they have a two drink minimum per patron. Mr. Douglas stated they have a current copy of the liquor
code on premise.
Judge Lane adopted Resolution 2013-04 approving an application from Dimension DevelopmentTwo,
LLC, for a tavern liquor license at Courtyard by Marriott - Fort Collins, 1200 Oakridge Drive.
Hearing on a New Application from Bann Thai Front Range, LLC,
for a hotel -restaurant liquor license at Bann Thai Restaurant,
2721 Council Tree Avenue, Suite 137, Approved
Suda Lapakulchai and Maythawee Lapakuchai, representatives for Bann Thai Restaurant, LLC, were
sworn. Ms. Suda Lapakulchai stated they will not be open past 9:00 p.m. She stated that 94% of their
gross sales comes from the sale of food. Ms. Lapakulchai stated that they will not have a patio. She
stated they will hue approximately 6 employees. Ms. Lapakulchai stated they attended training last year.

In response to a question from the Authority, Ms. Lapakulchai described how they will prevent the sale
and service of alcohol to underage patrons. She stated that they have received many requests to open
a premise on the south cast side of Fort Collins.
David Wyatt, representative for Aggie Agency, was sworn. He described the petitioning process. Mr.
Wyatt stated the neighborhood in support of this application.
Judge Lane adopted Resolution 2013-07 approving an application from Bann Thai Front Range, LLC,
for a hotel -restaurant liquor license at Bann Thai Restaurant, 2721 Council Tree Avenue, Suite 137.
